DMVMoves Update

Clark Mercer, Executive Director, Metropolitan Washington Council of Governments (MWCOG), and Bryan Hill, Fairfax County Executive and DMVMoves Government Partners Advisory Group Chair, provided the Authority with a DMVMoves update. Launched in 2024, "DMVMoves is a joint initiative to develop a unified vision and sustainable funding model for public transit in our region." Following a series of meetings, the DMVMoves Task Force identified a need to raise $460 million per year in new, capital funding that grows at 3% annually, with each jurisdiction (Virginia, Maryland and D.C.) contributing its share of funding. This annual funding would support WMATA capital needs, including rail modernization and a regional bus priority network. 

Next steps include:


  • Board consideration from WMATA and MWCOG during a joint meeting on November 17, continued regional advocacy efforts and working toward legislative approval in 2026.

Transform 66 Outside the Beltway Concession Fee Projects Status Update

In 2017, as part of the Transform 66 Outside the Beltway Project Comprehensive Agreement, I-66 Express Mobility Partners committed to pay a concession fee of more than $500 million to be utilized for additional local transportation improvements in the I-66 Outside the Beltway corridor. 


Michelle Shropshire, Megaprojects Director, Virginia Department of Transportation (VDOT), provided the Authority with an annual update on the I-66 Outside the Beltway Concession Fee Projects.

Ms. Shropshire highlighted recently completed and upcoming projects, including: 

🔹The Manassas Park Parking Garage - completed in October 2025.

🔹East Falls Church Metro Station Bus Bay Expansion - expected to be complete in Fall 2026.

🔹Route 29 Widening in Fairfax County - expected to be complete in Spring 2026.

🔹495 Express Lanes Northern Extension Project (495 Next) - ribbon cutting planned for November 21, 2025 with project opening to follow on November 22.

A Regional Approach to Funding Northern Virginia's Bicycle and Pedestrian Infrastructure Report

In March, the Virginia House and Senate Transportation Committee Chairs asked NVTA to review the findings from the Virginia Department of Transportation’s (VDOT) 2024 Northern Virginia Bicycle and Pedestrian Network Study and recommend regional funding strategies for infrastructure identified in the study.



To support this effort, NVTA held two regional coordination meetings in July and August, bringing together member jurisdiction staff, regional stakeholders and community advocates to discuss existing and future funding sources for bicycle and pedestrian infrastructure. NVTA also distributed a survey to member jurisdictions to gather additional input.

Combining feedback from both meetings and the survey, NVTA developed a draft report that identified and evaluated two categories of funding mechanisms: (1) existing funding sources and (2) future funding strategies and key findings. A draft version of the report was presented to NVTA’s committees and the Authority. Last night, the Authority unanimously approved finalizing and submitting the report to the Virginia House and Senate Transportation Committee Chairs.

Strategic Plan Update



NVTA's Five-Year Strategic Plan serves as a guide for NVTA’s work over the next five years. The Plan focuses on maintaining and enhancing performance across NVTA’s primary responsibilities, while positioning NVTA to proactively address emerging and unmet regional transportation needs. Last night, the 2025 Strategic Plan was formally adopted by the Authority.


The Plan outlines the four following Goals:


🔹Lead the region's transportation initiatives

🔹Maximize public benefit through project selection and delivery

🔹Enhance regional planning through technical assistance and data-driven information 

🔹Safeguard and diversify NVTA revenue sources
