WATER CUSTOMERS, PLEASE NOTE!

When paying your bill using the Town mailbox, please put your check in an envelope – any kind will do, even recycled. Loose checks are much more likely to become “entangled” with other mail in the box and may be misplaced or even lost as a result. Thanks for your help with this!

RECENT CHANGES IN SERVICES SUBJECT TO SALES TAX

Starting October 1, 2025, Washington State has implemented a new sales tax on various services, including advertising services, information technology services, custom website development services, temporary staffing services, live presentations, and sales of custom software. While none of these changes appear to affect services provided to residents by vendors, it is timely to remind everyone to clearly state their city of residence as “Beaux Arts” and to use their zip+4 when ordering online. This will help ensure that the Town receives its share of the sales taxes you are already paying (rather than Bellevue). If you don’t know your Zip+4, you can find it using this link: https://tools.usps.com/zip-code-lookup.htm?byaddress

FALL CLEANUP

Mark your calendars! This year's Fall Cleanup is Saturday November 8th from 9am- 12:30pm. Volunteers meet at 8:30am at the Five Corners for assignments and kick off (coffee and donuts will be provided). Lunch will be provided for all volunteers. Late arrivals are always welcome!

COUNCIL BUSINESS

The Council held their Regular Meeting on October 14, 2025 to discuss/act on the following:

  • 2026 Budget. Held the first of two public hearings on the Town’s budget for 2026. This first hearing focused on anticipated revenues, including the property-tax levy.
  • Bellevue Water Franchise: Passed Ordinance No 482 granting a non-exclusive franchise to the City of Bellevue to construct a water transmission line along the 104th/ SE 28th/ 105th corridor, commonly called the Arterial.
  • Town Survey. Continued their review of the SE Quadrant Survey with Town Engineer Stacia Schroeder. In addition to comments about the scope of the survey, Councilmembers considered what to do, if anything, about the number of private encroachments (primarily fences) onto Town property.
  • Critical Areas Ordinance. Began their review of the proposed Critical Areas Ordinance as drafted by the Planning Commission and Town Planner. This discussion will continue until the ordinance is passed in December.
  • Fees. Continued the discussion of revising fees charged by the Town for several permits and services. Based on that discussion, the Council will adopt new fees by resolution at either the November or December Council meeting.
  • Proposed Topics for Planning Commission Study. Discussed topics to ask the Planning Commission to study, including possible changes to the Town’s Tree Code. In particular, the Council seeks guidance on the process for mitigating tree removals, what fines to consider for unauthorized removals of trees on public and private property, clarification of rules governing the removal of hazardous/dead trees, and a review of the significant-tree designation (size, species, etc.).

The Council extends its thanks to the members of the Planning Commission for their hard work over the last three years on three state-mandated tasks: updating the Town’s Comprehensive Plan, developing the Town’s Middle Housing Regulations, and updating the Town’s Critical Areas Ordinance.

The next Council meeting will be on November 11th at Councilmember Saal’s. At that meeting, the Council will continue work on the Town’s 2026 operating budget and will pass an ordinance setting the property-tax levy for 2026.
