VMT mitigation that requires ongoing funding

Some beneficial forms of VMT mitigation, such as transit subsidies and other types of transportation-demand management, require ongoing funding and administration. Ideally, these could be funded out of ongoing revenues from a priced facility. However, when ongoing revenues are not available, and funding must be found upfront, such measures usually cannot be assured indefinitely. When this project relies on time-limited measures for mitigation, it will require a risk assessment before the environmental document is released, as well as a likely statement of overriding consideration at the end of the environmental phase of transportation projects.
