ANSWER: Charter Cities (and only Charter Cities) may choose a prevailing wage threshold of $15,000 for maintenance and repair and $25,000 for new construction. This threshold does not apply to General Law cities and not to any other public entity. For all of those other public entities the threshold for prevailing wages remains at $1,000. So it is possible that your company could perform work for the City on a contract of $20,000 and not pay prevailing wages, but if instead your contract is with the local water agency for the same work, you will be required to pay prevailing wages.
