2024 Veterans Day Ceremony
The American Legion Fox Eklof Post 505 will be celebrating Veterans Day at 11 AM on Monday, November 11, 2024, at Veterans Corners. In the event of inclement weather, the ceremony will be held in the Holy Name of Mary Church Gymnasium, 120 Grand Street.

I hope you all were able to enjoy the Halloween festivities last Saturday in the Village. The annual Goblin Walk took place along Old Post Road and Grand Street followed by the Howl-o-Ween dog parade at Croton Landing! Thank you as always to the Hudson Valley Gateway Chamber of Commerce for their support of the Goblin Walk and to Cathy Quinn and her cadre of volunteers for organizing the dog parade. The Village Board of Trustees continue to review the special permit application for a multifamily residential building at 1 Croton Point Avenue. The Board is tentatively scheduled to continue their review of the project’s environmental impacts at the November 6 work session. The agenda for the work session will be published on Monday, November 4; residents are encouraged to sign up to receive agendas via email to keep abreast of the latest topics under consideration by the Village Board.
I have received a number of questions and comments regarding the work taking place along Cleveland Drive and Gotwald Circle. The project, approved by the Board in 2021 as part of the Bicycle-Pedestrian Committee’s Master Plan, will result in calming traffic in the area and making it safer for pedestrians to traverse. This project is being done as a precursor to Cleveland Drive being re-paved next year. A project page has been created on the Village website with more details and a diagram showing the final project design.
Last week, Section C at the train station parking lot reopened for resident and non-resident permit parking as construction of the solar canopies nears completion. Sections D (handicapped) and E (preferred) remain closed at this time. It is anticipated that these sections will reopen on or before December 1. Thank you for your continued patience as we hopefully see the successful completion of the project this fall.
Finally, I want to congratulate Mark Duncan, our Superintendent of Recreation, who is celebrating 25 years of service with the Village this year. Your service and dedication to the residents of Croton-on-Hudson is greatly appreciated!

Early Voting Information
Early voting for the November 5th, 2024 General Election has begun.
Westchester County registered voters can vote in-person before Election Day at any of the designated early voting centers, including the Stanley H. Kellerhouse Municipal Building Community Room, located at 1 Van Wyck Street, Croton-on-Hudson, NY 10520. Early Voting hours are as follows:

November is here and colder weather is approaching – it’s the perfect time for homeowners to plan ahead to ensure a safe and warm home this winter season. Improper use of heating equipment can lead to fire or dangerous levels of carbon monoxide. Take precautions to ensure you are heating your home safely!
Home Heating Safety Tips
- Make sure there are working smoke and carbon monoxide alarms on every level of your home and outside of each bedroom.
- Test smoke and carbon monoxide alarms monthly and change batteries twice a year, when you change the clocks.

If you use oil for heat, get your tank(s) inspected annually to prevent leaks or spills. For more information on home heating oil tanks, visit DEC's Underground Heating Oil Tanks: A Homeowner's Guide.
- Make sure your heating system is kept clean and properly vented; have worn or defective parts replaced.
- Have your fireplace, chimney, and flue cleaned every year to remove soot deposits, leaves, etc.
- Don't heat your home with a gas stove or oven.
- Do not use any gas-powered appliance, such as a generator, indoors.
- Never use a charcoal grill or a hibachi indoors.
- Automobile exhaust contains carbon monoxide. Open your garage door before starting your car and do not leave the motor running in an enclosed area. Clear exhaust pipes before starting a car or truck after it snows.
- The most common symptom of carbon monoxide poisoning is headache. However, symptoms may also include dizziness, chest pain, nausea, and vomiting. In severe cases, people can become increasingly irritable, agitated and confused, eventually becoming lethargic and lapsing into unconsciousness. If you suspect carbon monoxide poisoning, call 911, and get the victim to fresh air immediately, and open windows.
If You Need Emergency Heating Assistance
The Human Resources Administration (HRA) administers the federal Home Energy Assistance Program (HEAP), which provides low-income people with emergency heating assistance. Emergency assistance is given to those who qualify only once per heating season. Detailed information about Emergency HEAP eligibility and benefits is available online from the New York State Office of Temporary and Disability Assistance.

Bill Tuttle Inducted into Senior Citizens Hall of Fame
The Village of Croton-on-Hudson proudly announces the induction of William 'Bill' Tuttle into the Westchester County Senior Citizens Hall of Fame, Class of 2024.
As Commander of the American Legion Fox Eklof Post 505, Bill has been a passionate advocate for veterans, tirelessly championing their needs and fostering a spirit of patriotism through numerous events and initiatives. In addition to his work with veterans, Bill has significantly impacted the Croton Senior Club, where he has served as both President and Vice President. His leadership has been instrumental in creating opportunities for seniors to stay active and engaged, fostering a vibrant community for older residents. Bill's dedication to his community is further exemplified by his 50+ years of service with the Croton Fire Department.
The 42nd Annual Senior Citizens Hall of Fame induction ceremony will take place on Friday, December 6, 2024, from 11:30 AM to 3:00 PM at the Westchester Marriott Hotel in Tarrytown. The Village of Croton-on-Hudson is delighted to congratulate Bill Tuttle on this prestigious honor.

Junior Girl Scout Troop Explores Local Government
On a recent visit to the Village's Stanley H. Kellerhouse Municipal Building, Junior Girl Scout Troop #1233 took an exciting step into the world of local government. The scouts toured various departments and learned about the important work that goes into running a village. As part of the experience, the girls participated in a mock town hall meeting, taking on the roles of village officials to discuss and debate issues important to their community.

Village of Croton-on-Hudson to Launch E-Bikeshare Program
The Village of Croton-on-Hudson has been selected to participate in Project MOVER, an E-bikeshare program aimed at providing additional mobility and environmentally friendly transportation options. Working with Shared Mobility Inc. and Drop Mobility, the Village conducted a preliminary site assessment and identified possible locations for E-bikeshare stations. This project supports the Village’s goals of promoting sustainability and improving access to public transit. The Village Manager has been authorized to sign a Letter of Intent to move forward with finalizing station locations and deploying the program.

Village Board Adopts New Tax Exemptions
On October 23, 2024, the Board of Trustees of the Village of Croton-on-Hudson approved a resolution to amend Chapter 204 of the Village Code on Taxation, introducing several tax exemptions aimed at supporting various groups within the community. The new exemptions include provisions for first-time homebuyers, allowing individuals purchasing newly constructed homes for the first time to benefit from tax relief. Additionally, homeowners making modifications to comply with the Americans with Disabilities Act of 1990 will also be eligible for tax exemptions. The law further extends support to crime victims who are physically disabled by providing them with tax relief. Lastly, property owners making improvements that meet recognized green building certification standards can take advantage of these tax exemptions. Village of Croton-on-Hudson Submits Application to NY Forward Program
The Village of Croton-on-Hudson has submitted its application for Round 3 of the NY Forward Program. With this application, Croton-on-Hudson seeks to advance projects that improve infrastructure, promote economic development, and encourage community involvement. As the Village awaits a response to its application, residents and stakeholders are encouraged to stay informed about ongoing projects and initiatives.

American Exchange Project (AEP) Open to Croton-Harmon Seniors
Croton-Harmon High School seniors can participate in a free, two-week exchange program July 9-16, 2025 through the American Exchange Project. Students will visit a community outside their own and welcome peers from across the U.S. to Croton. Community members are encouraged to get involved by hosting students, contributing to meals, or assisting with activities. The Department of Public Works will vacuum leaves from November through December. An estimated schedule for Leaf Collection is available on the DPW website. Please note that this schedule is subject to change depending on weather and other factors.
Only loose leaves left at curbside will be picked up - bagged leaves will NOT be picked up. Please keep leaf piles out of the roadway (see photo to the right). Please do not park on or near leaf piles. Twigs, branches and other yard debris should not be mixed in with the loose leaves.
The Village recommends that residents mulch their leaves on their property. As a reminder, the operation of power lawn mowers, rakers, leaf blowers, or other motor-driven lawn or garden equipment is not permitted outside the hours of 8 AM and 8 PM Monday through Friday, 9 AM and 6 PM Saturday, and 10 AM and 6 PM Sunday.

With leaf season upon us, the Croton Conservation Advisory Council would like to highlight the many advantages of leaf mulching!
Leaf mulch is simply chopped-up leaves that can be used as an organic mulch to cover top soil. You can make your own leaf mulch at home with a lawn mower or a leaf shredder. Electric leaf shredders can be purchased starting at around $100.
Leaf mulch is extremely versatile and is often referred to as 'Nature's Gift to Gardeners'. It can be left on your lawn and property, or you can distribute it around flower beds and shrubs, where it acts as protection during the winter, enhances soil quality, thwarts weed growth, and even helps to conserve water. Mulched leaves decompose over time, and your soil loves the nutrients it leaves behind. And if you can’t do it yourself or don’t want to, commercial landscapers and gardeners know exactly how to mulch your leaves. Just ask them!
Leaf mulching not only enhances the health of your yard - it saves you money and time that would have been spent raking, piling, and blowing. Leaf blowers, especially gas-powered blowers, are known to have negative impacts on air quality, noise pollution, and soil quality. Shell Middens in New York City and Environs

Join archaeologist Kristin Clyne-Lehmann as she explores Indigenous shell middens discovered in the Bronx and their historical significance in NYC. Attendees will also receive tips on creating engaging StoryMaps in ArcGIS. This program is free and open to the public.

New Croton Review Launch Party
