The sewer lateral program is designed to provide grants (with no out-of-pocket expenses) for repair or replacement of sewer laterals in income-eligible and owner-occupied homes. The program is funded by the State Department of Housing and Community Development Grant Programs. Self-Help Enterprises contracts with the cities to determine eligibility and to perform the repairs.

Eligibility:

• The grant maximum amount is $10,000.
• Families are screened to determine eligibility.
• The home must be owner-occupied and located within city limits.

Don’t know how this works? Here’s how: Through the Mutual Self-Help Housing Program, eight to twelve families are grouped together and agree to help each other build their houses with skilled onsite supervision and guidance of Self-Help Enterprises’ construction staff.

The homes are built under the mutual self-help method of construction where each family is required to contribute a minimum of 40 hours a week working on all the homes for a period of 9 to 12 months. Family hours can be provided by the owners-to-be, any household member 16 years of age or older and approved helpers. Together, families pour foundations, frame homes, install electrical wiring, hang doors and windows, and even lay tile and paint. These labor hours, or “sweat equity,” are used as the down payment on their new home, reducing costs for a new home they could otherwise not afford. 

Our Housing Rehabilitation Program is designed to provide financing to repair income eligible and owner-occupied homes in need of essential health and/or safety repairs. Self-Help Enterprises contracts with different cities and counties to determine eligibility and to perform the repairs. Some common home repairs include roofing, plumbing, electrical, heating, cooling, insulation, foundation, windows, and handicap accessible modifications.

Programs are available in Avenal, Chowchilla, Coalinga, Corcoran, Delano, Dinuba, Exeter, Farmersville, Fresno, Livingston, Sanger, Tulare, Woodlake, Visalia (Senior Manufactured Housing Only), and in the counties of Madera, Merced, Mariposa, Kings and Tulare.
