Veterans Day & Thanksgiving Trash Schedule
Reminder: There will be regular curbside collection on Monday, November 11 for Veterans Day. Government offices will be closed, but the Alpha Ridge Landfill will be open.

There will be no curbside collection on Thursday, November 28th for Thanksgiving Day. Collections will be made one day later that week.The Alpha Ridge Landfill will also be closed.

Council Bill 55 and Council Resolution 133: 
Last month I introduced two pieces of legislation affecting the development of commercial solar facilities (CSF) on properties in the Agriculture Land Preservation Program (ALPP). CR-133 created a task force to study the impact of CSF on farming and agriculture. CB-55 was a one-year moratorium on new applications for CSF on ALPP while the task force met to study the issues.

The moratorium failed because colleagues feared it would slow down the development of solar in Howard County. Seven projects would have been allowed to proceed over the one year period which is plenty in my opinion. The task force did pass with an amendment adding members of county government to the task force. I do not oppose some level of solar on ALPP, but believe the size of these projects exceeds what is reasonable on preservation land and has the potential of displacing agriculture entirely from those properties.
Council Bill 42: School Facilities Surcharge (Impact Fees)
The County Council unanimously passed Council Bill 42 to increase the School Facilities Surcharge. This is a fee paid by home builders that is then used to fund new school capacity. Assuming no market changes, the fee should raise close to $200 million for school construction/expansion over the next 10 years. The new rate is more than six times the old rate, adding between $10,000 and $35,000 to the cost of a new home.

I proposed one amendment to grandfather projects that were already through the lengthy subdivision process, which was further amended to cover only projects that have been approved in writing. My other amendment created a 3-year phase-in of the fee to allow the market time to absorb the significant increase and prevent any market interruptions that will hinder the County’s tax revenue for FY 21. The amendment, which was approved, also increased the overall fee to $7.50, so the amendment paid for itself.

Economic Development Authority
Howard County's Economic Development Authority (HCEDA) serves as a liaison between public and private economic development and planning organizations, and helps recommend policies to County government that support economic growth. This public-private partnership supports existing businesses and targets new businesses in Howard County.The staff's tireless commitment on behalf of businesses help show why Howard County is the best place to work and do business.

HCEDA provides businesses with funding options, business plans, start-up assistance, and workforce development. HCEDA is also a great advocate for farming and agriculture in Howard County. They offer grants to local farms, as well as, assistance in diversifying a farm and promoting farmer's markets.

The County Council recently recognized both the Economic Development Authority and the Chamber of Commerce for their dedication to helping businesses in Howard County. Small Business Saturday will be held this month on November 30th! Please support our local businesses this holiday season.

Congratulations Coach Ireland!
I along with my colleague and fellow  Mount Hebron High School  alum, Council member Liz Walsh , recognized Jeanette Ireland for her 30 years of coaching Mt. Hebron field hockey.

Jeanette has coached her team to much success throughout her career. She has led Mt. Hebron to seven Howard County Championships, seven Regional State Championships and five state title games. Jeanette also recently celebrated her 300th win! Congratulations Coach Ireland and go Vikings!
Fall Farm and Conservation Tour
Last month the Soil Conservation District, Farm Bureau, and Economic Development Authority hosted a F all Farm and Conservation Tour for elected officials. This program gave members an opportunity to see various forms of agriculture and to discuss the many challenges and threats that impact their businesses. Support of our agriculture industry and its wonderful community of generational farm families must be a top priority for all of our elected officials, which includes making sure they are well-represented in the policy making process.
250th Anniversary of historic Ellicott City!
In 2022, Ellicott City will turn 250 and community members are already beginning to celebrate! Earlier this month, a core group of stakeholders unveiled the EC250 logo and launched the EC250 website. Planning is underway to celebrate and rediscover the history of historic Ellicott City - and you do not want to miss it. Road Enhancements
Route 32 Project
The Route 32 expansion is 21% complete. A new traffic shift recently took place near Fox Chase Road. The erosion and sediment controls are in place with almost completed pipe work for access road #4.

The contractors for the new Triadelphia Road bridge recently installed structural steel deck pans. SHA worked with Howard County to develop a new detour route specifically for trucks that does not include Rosemary Lane.  Trucks will be instructed to utilize southbound MD 32 to MD 108, MD 108 to Sheppard Lane, Sheppard Lane to Folly Quarter Road and onto Triadelphia Road. Signs are currently being fabricated and should be in place by early November.

Community Events
5th Annual Howard County Veterans Day Parade
On Sunday, November 10th the Howard County Veterans Foundation will host a Veterans Day Parade and Ceremony to honor all Veterans. The parade will step off at 9:30 am from Merriweather Post Pavilion and travel along Little Patuxent Parkway. Immediately following the parade, a ceremony to honor our Veterans will take place at Lake Kittamaqundi. I hope to see you there! For more information click here.
Lisbon Volunteer Fire Company's Breakfast and Dinner
This month's famous Pancake Breakfast will be held on November 10th from 7:30 am to 11:30 am. The Spaghetti Dinner will be held on November 27th from 4:30 pm to 7:30 pm. Proceeds go towards the new Lisbon Building!

Giving Thanks Luncheon and Dance
The Howard County Office of Aging and Independence will host the Thanksgiving Celebration on Thursday, November 14th at the Ten Oaks Ballroom. Doors open at 10:30 am and lunch will be provided at noon.

Tickets are sold at all Howard County 50+ Centers ($15/person), and attendees are asked to bring non-perishable food items for the Food Bank. For more information call 410-313-5440 or click here.
The Zaching Running Festival!
The Zaching Running Festival will take place on Saturday, November 16th at 8:30 am. The 10k and 5k will take place on the Turf Valley Golf Course. All proceeds will benefit the Zaching Against Cancer Foundation.
2019 Family Volunteer Day
The Department of Recreation and Parks is hosting the annual Family Volunteer Day on Saturday, November 16th at various locations. A complete list of opportunities can be found at HoCoVolunteer.Org

Howard County Turkey Trots
Several Turkey Trots will be held throughout Howard County on Thanksgiving morning. Click the links below to learn more about the races.

In Ellicott City, the Y Turkey Trot Charity 5k will begin at 8:30 am at the Long Gate Shopping Center. Howard County Striders are also holding a Turkey Trot 10k Prediction Run at Jeffers Hill Neighborhood Center. Whoever finishes closer to 11:00 am wins. Happy running!
Small Business Saturday
Save the date! Small Business Saturday is November 30th. Help us support small businesses that make our communities unique!

This year will be the 10th annual holiday shopping tradition that brings together communities and celebrates small businesses everywhere.
Train Garden at the B&O in Ellicott City
The model trains are returning to the Baltimore & Ohio Ellicott City Station Museum starting November 29th. LEGO trains, N gauge, and O gauge models will be on display through January 5th. For more information and for the B&O hours, click here.

The Great Lisbon Christmas Parade
Mark your calendars! The Great Lisbon Farmers Feed the Hungry Christmas Parade hosted by the Howard County Farm Bureau will be on Saturday, December 14th at noon.

This parade benefits the Howard County Food Bank, Carroll County Food Sunday, Farmers & Hunters Feeding the Hungry, and the Lisbon Volunteer Fire Company. Immediately following the parade will be a chicken and ham dinner at the Lisbon Volunteer Fire House. Hope to see you there!
