AER Bulletin 2018-30: New Edition of Directive 013: Suspension Requirements

On October 25, 2018, the AER released Bulletin 2018-30, which outlines changes in Directive 013: Suspension Requirements. Licensees, that have an AER approved closure plan, now have the option of performing annual inspections for medium-risk type 6 wells instead of conducting downhole suspension and pressure testing.

AER Bulletin 2018-31: Changes to the Public Lands Administration Regulation
|
Operators no longer have to wait for an adequacy decision from the Aboriginal Consultation Office before submitting an application to receive, amend, or renew a public land disposition to the AER. All land-use application types can be submitted with the pre-consultation assessment.

AER Bulletin 2018-32: New Edition of Directive 017: Measurement Requirements for Oil and Gas Operations
|
The new requirements give industry more flexibility in selecting measurement approaches, resulting in reduced capital and operating costs without compromising accurate measurement and reporting.

AER Public Lands OneStop Implementation Information Sessions
|
The AER is hosting information sessions in Calgary and Edmonton to educate licensees and service providers on changes being made to the application process for public lands dispositions (new applications, amendments, renewals, cancellations, reinstatements). These information sessions are recommended for licensees who hold, intend to hold, or assign any type of public lands disposition as well as third-party service providers, land brokers, land agents or surface land administrators, land surveyors, and industry associations.

Saskatchewan: Bulletin 2018-006 OGCR Penalty Amendments
|
The November 21, 2018 Bulletin 2018-006 outlines important changes regarding penalties coming into effect January 22, 2019, under The Oil and Gas Conservation Regulations, 2012, Part 3, Table 1 – Submission Penalties. Most notably, penalties charged for inadequate responses to a request from the Ministry with respect to Sections 5(4) and 101 changed from $500 per facility per month, to $100 per facility per day.

BCOGC Bulletin 2018-27: Updated Noise Control Best Practices Guideline
|
On October 29, 2018, the BCOGC released Bulletin 2018-27, which outlines changes in the
Noise Control Best Practices Guideline for managing noise from oil and gas activities. The updated Guideline includes the addition of technical sections for addressing low frequency noise, managing noise complaints, and provides requirements for noise monitoring, comprehensive sound level surveys and measurement equipment calibration and certification. The updated Guideline also includes two additional sections concerning the Noise Management Program and managing noise from drilling activities at well sites.
