Celebrating 3 Years of Successful SBIRT Work in Rhode Island
On November 19, CTC-RI, in collaboration with the Department of Behavioral Healthcare, Developmental Disabilities, and Hospitals (BHDDH), hosted a meeting with numerous stakeholders that reflected on the past three years of work supporting Screening, Brief Intervention, and Referral to Treatment (SBIRT). SBIRT is a best practice for the early identification and treatment of alcohol and other substance use disorders.

In 2017, CTC-RI was awarded a five-year contract from BHDDH to implement SBIRT screening across RI. Trained screeners are working in more than 50 settings in RI, including primary care, hospital emergency rooms, urgent care settings, and the Department of Corrections. Across the past three years of the grant, over 22,000 Rhode Islanders have been screened. Over 15% screened positive for risky alcohol and/or substance use and were able to receive an intervention, such as education or a referral for treatment. A sample of patients who screened positive are followed up with 6 months later and re-screened. The data show an average of a 40% decrease in the number of days in the last month using substances.
National Primary Care Survey Results: Nov. 13-17
As CTC-RI continues encouraging RI provider participation in the Larry A. Green Center / Primary Care Collaborative 3-minute clinician surveys to better understand the response and capacity of the US primary care practices through COVID-19, results are being shared from the survey fielded November 13-17. According to the results, for months, medical groups have raised alarms about the escalating consequences on patients of failing to adequately support primary care during the pandemic: excess mortality, preventable worsening of non-COVID related health conditions, high levels of mental anguish, growing social needs, and surging pandemic misinformation. The impact of inaction is clear. More than half of clinicians report severe/near severe levels of practice stress and growing patient health burden due to delayed or inaccessible care. Nine months in, COVID-19 is again surging, 63% of practices have staff out due to illness or quarantine, 1 in 5 lack sufficient testing supplies, and over half report increased patient distrust of medical information from public leaders. View the executive summary here and RI-specific results here.

Rhode Island is a great place to be a kid. Children and families in the state excel at key indicators of good health, strong families, and quality early learning experiences. An estimated 98 percent of Rhode Island children have health insurance coverage, and most kindergartners are immunized at rates that exceed national standards. This success is a result of a long-standing commitment to children’s health and critical statewide infrastructure that supports ongoing focus on children, including a comprehensive children’s information system called KIDSNET, a dedicated Children’s Cabinet, an Early Learning Council, and an ongoing pediatric medical home initiative.
