Background: The Consolidated Annual Performance and Evaluation Report presents fiscal year 2019-20 outcomes for the following State of California programs funded by the U.S. Department of Housing and Community Development (HUD):
  • Community Development Block Grant (CDBG)
  • HOME Investment Partnerships (HOME)
  • Housing Trust Fund (National Housing Trust Fund)
  • Emergency Solutions Grants (ESG)
  • Housing Opportunities for Persons with AIDS (HOPWA)

These programs are administered by the California Department of Housing and Community Development except for HOPWA which is administered by the California Department of Public Health. In addition to reporting data on federally-funded program resources, expenditures, activities, and recipients of funding, the CAPER also discusses the State’s actions in reducing homelessness, addressing barriers to increasing the supply of affordable housing, meeting underserved needs and reducing poverty, and other actions which further the goals and objectives listed in the State’s FY 2019-20 Annual Action Plan.
