In this week’s issue, we spotlight the signing of the U.S.-Saudi bilateral nuclear cooperation agreement and its controversial elements including the ability to enrich uranium fuel and its safeguards provisions. We also highlight key nuclear technology, security, and geopolitical developments, reports, and analyses.

Spotlight


The United States and Saudi Arabia have signed a civil nuclear cooperation agreement after years of discussion under multiple administrations. The accord is intended to strengthen bilateral nuclear relations between the two countries and provide a boost for American nuclear reactor technology and suppliers.  

 

One notable and controversial feature of the deal is that Saudi Arabia may be allowed to enrich uranium on its soil after a joint study on the value of this process. That is a deviation from past U.S. 123 nuclear cooperation agreements that have prevented enrichment by the partner nation. Reports indicate that an enrichment facility would be operated by American technicians and be inaccessible to Saudi personnel.

 

Another concern is focused on the safeguards provisions of the agreement. While the details have not been revealed, it is reported that the agreement does not include a commitment to the IAEA safeguards Additional Protocol which allow for intrusive inspections. Instead, the inspection process would be led by U.S. experts.

 

These provisions have been met with concern from congressional officials and nuclear nonproliferation proponents. Some U.S. lawmakers and Israeli officials have expressed opposition to the plan fearing that Saudi Arabia could use uranium enrichment capability to eventually develop nuclear weapons. Saudi Prince Mohammed bin Salman has stated that Saudi Arabia would build nuclear weapons if Iran does so. However, the Iranian nuclear program has been substantially set back by U.S. and Israeli bombing attacks in 2025 and 2026.

 

In a twist after the bilateral agreement was signed, President Trump stated that, while he believed the agreement would be approved, it “is totally subject to Saudi Arabia joining the very successful Abraham Accords” which normalize relations between Arab states and Israel. The White House press secretary stated that if the Saudi’s “don’t join the Abraham Accords, the deal is off.” It is unclear if the president’s statement refers to a new provision that would need to be added to the signed deal or to the implementation of the bilateral process of contracting for and building the two new Westinghouse AP-1000 reactors contemplated under the agreement.

 

Once the bilateral agreement is submitted to Congress it has 90 days of continuous session to consider it. If no action is taken, or a vote against it is taken and fails, the agreement will enter into force.

Issues of Special Interest

Global AI and Data Center Energy

The U.S. government has selected Oklo and X-energy to become part of the Prometheus Project, a program aimed at speeding up the development of new power plants for AI data centers. The project includes other major companies including Amazon, TerraPower, and Westinghouse. While the details of the project have yet to be fully disclosed, a document reported by Bloomberg News found that several of the United States’ national laboratories will also be involved in the project over a three-year period.


The U.S. National Nuclear Security Administration (NNSA) has selected Amentum to enter negotiations for the development of an AI data center and on-site generation source at the Savannah River nuclear site in South Carolina. This follows a competitive request for proposals issued by NNSA for the Savannah River Site AI Infrastructure and Energy Generation Project. Through this project, NNSA and Amentum intend to accelerate the deployment of AI and energy infrastructure, as well as deploy a data center supported by sufficient on-site power generation.

The Impact of Russia's Invasion of Ukraine on International Nuclear Affairs

IAEA Director General Rafael Mariano Grossi condemned the reported killing of the chief engineer of the Zaporizhzhia Nuclear Power Plant, describing it as an unacceptable attack that threatens nuclear safety and security. He emphasized that violence directed at nuclear facilities or their personnel increases the risks associated with operating a nuclear power plant in a conflict zone and called for those responsible to be held accountable. The IAEA reaffirmed its commitment to maintaining a continuous presence at the plant to independently monitor conditions and support nuclear safety and security.


In its latest update on the situation in Ukraine, the IAEA reported that the nuclear safety and security situation in Ukraine remains highly unstable as repeated losses of off-site power continue to threaten the safe operation of the Zaporizhzhia Nuclear Power Plant. Director General Rafael Mariano Grossi emphasized that maintaining reliable external electricity supplies is essential for reactor cooling and other critical safety functions, while continued military activity near nuclear facilities increases the risk of a serious accident. The update also highlighted ongoing IAEA monitoring and support activities at Ukraine's nuclear sites, including efforts to assess conditions, maintain an on-site presence, and provide technical assistance.

Global Nuclear Developments, Geopolitics, & Governance

Russia

Rosatom director general Alexei Likhachev announced that the nuclear entity is cutting its investment by nearly 50% this year due to poor economic conditions. Likhachev added that Rosatom has abandoned numerous projects or shifted the deadlines for their implementation to a later date. Rosatom has previously signed contracts to build nuclear power reactors in Kazakhstan and Uzbekistan. The company’s financial struggles are largely linked to Russia’s declining financial strength in part due to the ongoing Russian invasion of Ukraine.

 

Rosatom announced that construction projects for 18 new nuclear power units are currently underway across Russia as part of its long-term expansion strategy. The company said it is pursuing cost reductions and targeting annual productivity growth of 12% while advancing projects that include large reactors, fast reactors, and small modular reactors at multiple sites throughout the country. Rosatom said these projects are intended to strengthen Russia’s domestic electricity supply, replace aging reactors, and support the continued development of advanced nuclear technologies.

 

Russian nuclear regulator Rostekhnadzor has granted site licenses for the first two units of the new Kola Nuclear Power Plant, confirming that the proposed location meets regulatory requirements for construction. The new plant will feature VVER-S reactors with spectral shift technology, which is intended to improve fuel efficiency and support the future use of recycled MOX fuel. The project is designed to replace the aging reactors at the existing Kola Nuclear Power Plant while ensuring a reliable electricity supply for the Murmansk region.

 

The final core catcher for the new reactor units at Russia’s Leningrad Nuclear Power Plant has been delivered to the construction site after a 16-day journey by water. The component is a key passive safety system designed to contain molten reactor core material in the unlikely event of a severe accident, preventing radioactive material from escaping the reactor containment. Installation is scheduled to take place ahead of schedule to support the next major construction milestone, the installation of the reactor vessel. The new VVER-1200 units are being built to replace the site's aging RBMK reactors and ensure long-term electricity generation in northwest Russia.

China

China General Nuclear has installed the reactor pressure vessel at unit 1 of the Lufeng nuclear power plant in China's Guangdong province. China’s State Council approved the construction of Lufeng units 1 and 2 in 2024. Construction on unit 1 began last February, and it is scheduled to be operational by 2030. Once complete, the Lufeng plant is to consist of 4 CAP1000 reactors and two Hualong One reactors.

 

China National Nuclear Corporation (CNNC) announced that unit 3 at the Changjiang Nuclear Power Plant attained a sustained chain reaction for the first time. Two Hualong One reactors are currently being built in the second phase of the Changjiang plant construction project, with the first concrete being poured for the base slab of unit 3’s nuclear island in 2021. Changjiang units 3 and 4 are expected to be fully operational by early 2027.

Europe

French energy company Électricité de France (EDF) has been forced to temporarily shut down three nuclear reactors and reduce power at eight more as a result of the ongoing heatwave impacting Europe. The measure is an environmental protection requirement to avoid discharging too much hot water into rivers already warming from the heatwave. The shutdowns are the second time in recent that EDF has had to stop nuclear reactors due to the extreme heat of the record-breaking heatwave.


Électricité de France (EDF) announced that the Heysham 1 and Hartlepool nuclear power plants have extended their operations for an additional two years, generating electricity until 2030. The decision comes following a detailed review covering technical aspects like the condition of the boilers, graphite cores, as well as supply chain resilience and workforce planning. EDF manages the United Kingdom’s five operational nuclear power plant sites and is also building the new Hinkley Point C plant.


France’s nuclear safety regulatory (ASNR) has published its opinion on the safety features proposed by Newcleo for its planned mixed-oxide fuel facility, concluding that the provisions adopted by the company for its safety approach are satisfactory at this stage. Newcleo submitted its Safety Options File to the ASNR for its facility in 2024, and the ASNR’s opinion will contribute to securing the authorization application to construct such a facility. Newcleo also announced it is entering a new phase of collaboration with French authorities following the evaluation of its application for Phase 2 of the France 2030 innovative nuclear reactor program.


French molten salt reactor developer Stellaria signed a memorandum of understanding with Unitel Group and Energie Hub to develop an integrated low-carbon energy hub in the Fos-sur-Mer industrial region of southern France. The project proposes the phased deployment of multiple Stellarium molten salt reactors to supply electricity, industrial heat, grid support services, and energy storage for one of Europe's largest industrial areas. The partners also plan to develop an AI-powered energy management platform to optimize power production, consumption, and grid operations while establishing a dedicated entity to finance and operate the project.


Great British Energy - Nuclear (GBE-N) has selected U.S. engineering group Jacobs to provide planning and consenting services for the planned small modular reactor (SMR) projects in the United Kingdom. Jacobs will provide strategic planning, consent support, and leadership to key land-use planning activities to help advance required project approvals. The initial focus will be on new nuclear development at the Gwyndod and Oldbury-on-Severn sites, as well as the potential to include additional sites.


Czech nuclear utility CEZ started the process to extend the two units at the Temelín Nuclear Power Plant to 80 years, so Temelín 1 and 2 will operate until 2080 and 2082 respectively. Significant investment and modernization work will be required to enable the extended operation of the two units, including modernization of the control and management systems and construction of a new hall for the maintenance of large technological units. The Czech Republic has two nuclear power plants and has plans to build new traditional and small modular reactor units in the future.


The Czech Ministry of Industry and Trade, ČEZ, and Rolls-Royce SMR signed a memorandum of understanding to begin preparatory work for small modular reactor projects at two additional sites: Tušimice and Dětmarovice. The agreement expands the Czech Republic's SMR deployment strategy beyond the first planned project at the Temelín nuclear power plant and supports the country's goal of developing up to 3 GW of SMR capacity. Preparatory activities will include site assessments, permitting, licensing, and infrastructure planning to determine the suitability of both locations for future reactors.


German authorities approved an application allowing Framatome's fuel fabrication facility to produce nuclear fuel assemblies under a licensing agreement with Russia's Rosatom and its subsidiary TVEL, despite political concerns surrounding the cooperation. Officials said the approval was required under existing German nuclear law, while emphasizing that broader restrictions on such partnerships would need to come through European Union sanctions rather than national licensing decisions. The authorization includes strict security conditions, including prohibiting Rosatom personnel from accessing the site and requiring independent security audits.


Slovakia's Mochovce Unit 4 completed reactor assembly and hermetic sealing, marking a major milestone as it enters the final stages of commissioning before startup. Following the successful loading of 349 fuel assemblies, the plant will undergo strength, leak, and pre-criticality tests before achieving its first controlled nuclear fission reaction. Operators expect the unit to begin supplying electricity to the grid by the end of summer 2026, with power output increasing gradually through a series of regulatory tests. Once fully operational, the reactor will further increase Slovakia's reliance on nuclear energy, which is expected to provide more than three-quarters of the country's electricity.


Bulgaria and the United States reaffirmed their commitment to constructing Units 7 and 8 at the Kozloduy Nuclear Power Plant, describing the AP1000 project as a strategic priority in bilateral cooperation. During high-level discussions, officials reviewed progress on engineering work, upcoming project milestones, and potential financing from U.S. export credit institutions to support construction. The two sides also pledged to maintain close cooperation throughout the project's implementation as Bulgaria advances its plans to expand nuclear generating capacity.


Serbian Energy Minister Dubravka Ðedović has outlined the studies required for the country to follow the recommended IAEA milestones approach to introducing nuclear power in Serbia. According to Handanovic, there is a need for at least 18 more studies to cover topics such as regulatory and legislative frameworks, environmental protection, and nuclear supply chains. Serbia’s government plans to decide on implementing a nuclear power program in 2027 after presenting the Preliminary Technical Study on the Peaceful Use of Nuclear Energy in March of this year.


The Belgian government announced nearly €11 million ($12.54 million) in funding for nuclear research in the country’s latest step to maintain its nuclear power sector. The funding will go to eight innovative nuclear power projects that have been proposed by Belgian universities, research centers, and other companies. Several of these projects will focus on small modular reactors (SMR). Belgium previously passed an exit law to phase out nuclear power gradually by 2025, but the current government recently scrapped this law in order to bolster the country’s energy sector.


Spain’s Nuclear Safety Council (CSN) has issued a favorable report on the renewal of the operating license for the two-unit Almaraz Nuclear Power Plant, stating that the plant meets the conditions to operate safely until June 2030. In 2020, the CSN approved the operation of Almarez until 2030, but decided to extend operations until only 2027 for unit 1 and 2028 for unit 2. Spain is currently in the process of phasing out its remaining nuclear power units, with the current plan to shut down all of its nuclear reactors by 2035.


Ukraine’s cabinet of ministers has agreed to loan $12.4 million to the country’s Eastern Mining and Processing Plant to increase uranium ore extraction and uranium oxide concentrate production. The facility plans for a gradual increase in uranium oxide concentrate to 45 tons per month, construction of new mining levels, and design and construction of a new sulphuric acid production plant. In 2022, Ukraine’s energy ministry announced the country aims to become self-sufficient in uranium by 2027.


The European Investment Bank has approved a loan of €800 million ($914 million) for the refurbishment of Romania’s Cernavoda Nuclear Power Plant unit 1 as part of the bank’s €3.7 billion package of measures for European energy projects. The Cernavoda Nuclear Power Plant consists of two operating Candu-6 reactors. The unit 1 refurbishment project began in 2017, is currently in the second of three phases, and the third phase is expected to begin in 2027.


Romania's Ministry of Energy rejected a proposal from Nuclearelectrica to broaden its evaluation of small modular reactor technologies and potential deployment sites beyond its current NuScale-based project. Despite the decision, Nuclearelectrica said it will continue pursuing agreements with NuScale for the Doicești SMR project while working with the government to address the remaining commercial and financing conditions. The ministry maintained its support for the existing development strategy rather than expanding the assessment to alternative reactor technologies.


Sweden’s District Metal Corp. has filed a technical report on the Preliminary Economic Assessment for the polymetallic Viken Energy Metals Deposit in Sweden. The company is envisioning a conventional open-pit and processing operation with average production of 1,269 tons of uranium over a 13-year lifespan. The filing comes days after the enactment of Swedish legislation facilitating the development of uranium mining.

Asia & The Pacific

Ransomware group World Leaks has posted a huge cache of files on the dark web relating to the Kudankulam Nuclear Power Plant in India, including purported blueprints of parts of its facilities and supply details. The data breach poses a serious threat to the safety and security of the Kudankulam plant and also underscores how cyberattacks have become more common in India. Kudankulam is India’s largest nuclear power plant and is central to the government’s ambitious plans to expand the country’s atomic energy capacity.

 

India is seeking bids to build the core of the Mahi Banswara nuclear power project in the state of Rajasthan. The contract for the nuclear island package for the 2.8-gigawatt power station is estimated to be worth $2.9 billion. The Mahi Banswara project is planned to have four nuclear reactors that will each be based on locally developed pressurized heavy water technology. India’s government has set out an ambitious plan to expand the country’s nuclear generation capacity eleven-fold by 2047.

 

South Korean shipbuilding company Samsung Heavy Industries has signed a memorandum of understanding (MoU) with U.S. engineering firm Sargent & Lundy for the development of a standardized small modular reactor (SMR) platform. Under the MoU, the two companies plan to develop a platform for multiple reactor types and will cooperate in key stages of floating SMR commercialization. Samsung Heavy Industries received Approval in Principle from the American Bureau of Shipping for a floating marine nuclear platform in December of last year.

 

The American Bureau of Shipping granted Samsung Heavy Industries basic design approval for Samsung’s project to develop designs for a containership based on its molten salt small modular reactors (SMR). The Korea Atomic Energy Research Institute (KAERI) is working jointly with Samsung Heavy Industries and the Korea Research Institute Ships & Ocean Engineering on the design of a 15,000 TEU vessel powered by nuclear energy. The next steps will see the participants refine the interface between the reactor and the ship design.

Africa

South Africa’s government is continuing with plans to add more nuclear power to its national grid despite several minor incidents testing safety procedures at the Koeberg Nuclear Power Plant. Koeberg experienced multiple incidents earlier this month that resulted in the detection of elevated airborne radioactive contaminants. South African Energy Minister Kogsientsho Ramokgopa stated that the exposure was not abnormal, and the government would proceed with plans to extend the lifespans of Koeberg’s two nuclear units by an additional 20 years.

The Middle East

The reactor pressure vessel has been installed at unit 2 of Egypt's El Dabaa Nuclear Power Plant, which will be Egypt's first nuclear power plant and the second in Africa. The Rosatom-led project will comprise four VVER-1200 units, which are being built concurrently with a workforce of 25,000 people, including 18,000 Egyptian nationals. Rosatom will not only build the plant but will also supply and manage Russian nuclear fuel for its entire life cycle and assist Egyptian partners in training personnel and plant maintenance for the first 10 years of its operation.

South & Central America

Argentina’s government announced Meitner Energy is planning to invest $1.2 billion in the construction of a 300-megawatt small modular reactor (SMR) at the Atucha Nuclear Power Plant. The proposal is to build an ACR-300 SMR, which is being developed by Argentinian technology company INVAP. Argentina’s national nuclear plan from last year included four ACR-300 SMRs to be located at the Atucha site, and the government said it expected that each ACR-300 would have a construction timeline of five years.

 

Indústria Nucleares do Brasil (INB) is conducting new uranium-focused geological studies as part of plans to reach self-sufficiency in uranium production. In 2024, state-owned INB launched a Pró-Urânio program with the aim to expand the exploration of new deposits and develop partnerships with mining companies. Current studies to identify uranium deposits are taking place in the Caetité region.

North America Nuclear Collaborations and Policy

United States

Holtec International filed paperwork with the Securities and Exchange Commission (SEC) in order to sell shares in the company on the Nasdaq exchange. The disclosure document outlines Holtec’s plans to transform itself as a pivotal part of the U.S. fuel cycle that can produce and operate new nuclear electrical stations. Holtec’s SMR-300 is expected to receive regulatory approval for deployment in 2029 and reach its first deployment in the early 2030s. Holtec also is involved with reactor decommissioning and the restart of the Palisades nuclear plant in Michigan.


The Department of Energy made conditional commitments to provide high-assay low-enriched uranium (HALEU) to Radiant Industries and NASA to meet near-term fuel needs. The third round of HALEU allocations will support the SR-1 Freedom mission to Mars and Radiant’s deployment of a microreactor to the Air Force’s preferred location of Buckley Space Force Base in Colorado. The Department of Energy’s HALEU Availability Program intends to establish a domestic nuclear fuel supply that will power the United States’ plans for deploying advanced nuclear reactors.


X-energy subsidiary TRISO-X has received a $11 million grant from the State of Tennessee to support the continued development of its fuel fabrication campus in Oak Ridge, including a potential second commercial fuel facility and a dedicated research and development center. Together, the three facilities are designed to establish domestic and commercial-scale manufacturing and research capabilities for TRISO-X fuel. Tennessee awarded the funding through its Nuclear Energy Supply Chain Investment Fund.


The Department of Energy approved Natura Resources’ Nuclear Safety Design Agreement (NSDA) for its demonstration reactor being built at Abilene Christian University in Texas. The agreement will enable alignment of design requirements, safety analysis methodology, regulatory engagement, and key safety decisions that support DoE authorization to build and operate a nuclear facility. The reactor is a molten-salt nuclear reactor that is expected to be the United States’ first liquid-fueled nuclear technology.


The House Committee on Energy and Commerce Subcommittee on Energy advanced six bills at its July 14 markup. Five measures will amend the Atomic Energy Act to speed up licensing by the Nuclear Regulatory Commission (NRC). These measures address spent-fuel reprocessing, uranium enrichment, and the NRC’s reactor-safety advisory committee. The sixth measure would require the Department of Energy to publicly disclose its reactor-authorization decisions. The subcommittee Chairman Bob Latta framed the package as a continuation of the 2024 ADVANCE Act.


French nuclear energy company Newcleo has submitted a Regulatory Engagement Plan (REDP) to the Nuclear Regulatory Commission (NRC) for its lead-cooled fast neutron reactor (LFR-AR-200). The company said the REP sets out the proposed framework for its pre-application engagement with NRC staff, providing an overview of the company’s proposed licensing approach and a schedule for the technical submissions with the NRC. The LFR-AS-200 is a lead-cooled fast reactor designed to provide stable electricity and process heat for industrial users.


New Jersey Governor Mikie Sherrill signed the Power NJ Act, creating a competitive framework for the state to procure at least 1,100 megawatts of new nuclear generation. The newly formed Nuclear Task Force will evaluate nuclear project proposals, ensure any project is the best investment for New Jersey ratepayers, and the projects will provide the full benefits of nuclear power. New Jersey currently operates two nuclear power plants which generate more than 40% of New Jersey’s electricity.


Indiana U.S. House Representative Victoria Spartz introduced the Nuclear Regulatory Modernization Act of 2026 which seeks to accelerate the deployment of small modular reactors (SMR) and strengthen American energy security. The bill would streamline the Nuclear Regulatory Commission’s (NRC) licensing process by eliminating mandatory hearings. The bill also seeks to advance the domestic deployment of uranium enrichment facilities in order to reduce America’s reliance on imports from countries such as Russia.


Indiana Governor Mike Braun announced the launch of the Advanced Nuclear Ready Community program. According to Braun’s office, the program will support communities seeking to be a destination as sites for nuclear energy-related development and will focus on small modular reactors (SMR) and advanced nuclear facilities. Indiana does not currently operate any nuclear reactors, but the current state government is looking into deploying advanced nuclear power plants.


Constellation Technology Ventures has made a strategic equity investment in nuclear power plant developer Blue Energy, marking the first investment by Constellation in a U.S. advanced nuclear technology company. Constellation already operates more than 19,000 MWe of nuclear generating capacity in the United States. Blue Energy was founded in 2023 stemming from the Massachusetts Institute of Technology’s Nuclear Science and Engineering Department and recently announced plans to develop nuclear projects utilizing GE Vernova’s BWRX-300 small modular reactors (SMR).


The Nuclear Regulatory Commission (NRC) proposed a major update to its regulations governing the transportation of radioactive materials. The proposed rule would replace existing prescriptive certification requirements with a more flexible, risk-informed framework, and it would also update package requirements to accommodate larger and more advanced nuclear technologies. The goal of this rule change is to modernize requirements to support advanced reactors and new nuclear fuels.


Hyundai Engineering & Construction has signed a framework agreement with First American Nuclear Company (FANCO) for cooperation on the EAGL-1 small modular reactor (SMR) project. Under the agreement, Hyundai E&C and FANCO will collaborate on the early stages of the project. FANCO’s EAGL-1 is a fast-spectrum SMR, and FANCO submitted a regulatory engagement plan for the SMR to the Nuclear Regulatory Commission (NRC) in April of this year.


The Marine Mineral Administration (MMA) and the Nuclear Regulatory Commission (NRC) signed a memorandum of understanding (MoU) that creates a framework for deploying nuclear power in federal waters. The agreement will see the two sides build technical expertise, regulatory clarity, and interagency cooperation for the potential commercial use of maritime nuclear reactors. The MMA is a federal agency under the Interior Department that manages energy projects in the Outer Continental Shelf.


The U.S. government has awarded around $31 million to the Intermountain-West Energy Corridor Tech Hub, which is a regional initiative led by the Idaho Advanced Energy Consortium in collaboration with the state of Wyoming. The funding will go toward supporting advanced nuclear fuel fabrication and testing, training workers in nuclear construction, manufacturing, and fuel fabrication, and support for those entering the nuclear supply chain. This comes as both Idaho and Wyoming both seek to expand the deployment of nuclear power in their respective states.


Miami-based company City Labs announced that its Betavoltaic Orbital High-Reliability (BOHR) satellite is on board the SpaceX Transporter-17, making it the first commercial nuclear-powered satellite. The company’s NanoTritium platform will deliver reliable micropower to satellites such as those deployed in space where conventional energy sources are impractical. The BOHR satellite is also the first commercial nuclear mission to exercise the Federal Aviation Administration (FAA) pathway for nuclear launch approval.

Canada

Bruce Power has completed construction of its on-site hot cell facility, which it will use to produce lutetium-177, a cancer-fighting medical isotope. With major construction complete, the project now moves into the licensing, commissioning and operational readiness phase. Bruce Power has played a leading role in isotope production for decades, with a particular focus on cobalt-60 production.

The Missing Link in America’s Nuclear Energy Future: Standardization at Scale
