Update on Export Controls - Restrictions on Russian Universities
As we communicated in April, the United States implemented substantial sanctions and new export controls for Russia and entities supporting the Russian government in response to the war in Ukraine. These restrictions could affect current or future University collaborations, agreements, research projects, financial transactions, shipments and global engagements.
On August 2, the Office of Foreign Assets Control issued General License NO. 47A placing some Russian universities on the Specially Designated Nationals List (e.g., Skolkovo Foundation, Skolkovo Institute of Technology, and the Federal State Institution of Higher Vocational Education Moscow Institute of Physics and Technology), which means our faculty and staff are now restricted from collaborating with these universities, including co-authorship of publications. These entities, along with other entities on the list, are prohibited from engaging in any transaction with or by a U.S. person. Conducting business or other activities with restricted parties, their subsidiaries or family members may be prohibited or require an export license.
If you have any current collaborations with any entities in Russia, please contact ExportControl@georgetown.edu for further guidance. You can find up-to-date information about these and other sanctions and export controls on the Office of Research Oversight website.
