Community Assistance Planning Program (CAPP) - Applications Due June 9

Communities around Oregon face a range of pressing needs – economic development, social equity and affordability, revitalization, resiliency, and consensus building – but not all have the expertise or resources to tackle the issues. Through OAPA’s Community Assistance Planning Program (CAPP), volunteer planners help communities break through planning challenges and come up with practical, implementable recommendations.


The program is designed to bring planning resources and opportunities to communities that would otherwise not have access to these services or planning expertise, and to strengthen the ability of community members to influence or determine decisions that affect their quality of life. The CAPP seeks to foster community education and civic engagement.


The CAPP is a pro bono program, meaning that the program provides the time of planning experts to a community without compensation. However, the community may be asked to provide meeting space, refreshments, or other resources; limited funding from OAPA may also be available to help defray costs.

2025 OAPA Awards

The OAPA Awards Committee is excited to announce new categories and a streamlined nomination process for the 2025 Chapter Awards. These awards recognize outstanding contributions to planning in Oregon — from transformative long-range plans to excellent customer service at the planning counter. Award Categories

  • Excellence in Planning - Celebrates exceptional planning processes, including meaningful and effective community engagement, for small and large jurisdictions across the state.
  • Innovation in Planning - Recognizes novel approaches to planning challenges through new tools, methods, or bold ideas that positively contribute to planning in Oregon.
  • Building Tomorrow Today - Highlights the importance of implementation as the final stage of planning process. This award seeks to honor code work, development review processes, or excellent customer service at the planning counter or through organizational policy changes.
  • Student Awards - Showcases the best planning work by Oregon’s students. This year, students can apply for any of the above-mentioned award categories.
  • Lifetime Achievement - Honors individuals with sustained commitment and significant contributions to OAPA and the broader planning profession throughout their career.


Why Nominate?

This is your chance to spotlight impactful work, share best practices, and recognize efforts that inspire Oregon’s planning community. Awardees will have the opportunity to share details about their projects during a conference session. Self-nominations are welcome.

This year the application process has been streamlined. Nomination details, evaluation criteria, and eligibility specifics are available at in the link below. Submissions are due August 15.

Board Opening: Legislative and Policy Affairs

Committee Chair and Co-Chair

Are you passionate about good planning policy and looking for a way to get involved in Oregon APA leadership?


We are looking for an OAPA member to fill the role of Chair of the Legislative and Policy Affairs Committee (LPAC), as this position will become vacant on July 1. LPAC is one of OAPA's most active and productive committees and plays a critical role in ensuring OAPA has a voice in statewide legislative and policy matters. Alongside other OAPA volunteers and a legislative advocate, the LPAC Chair leads the annual development and implementation of the Chapter’s legislative and policy action program and represents the OAPA Board. We are also looking for a co-chair to support and share the tasks of the Chair. Interested in filling these critical roles? Please contact Serah Breakstone, OAPA Board President.

OAPA will bring together more than 250 leading urban managers, academics, and practitioners from around the Pacific Northwest to explore the best solutions for preparing for the next decade.
