NAR Legislative Recap
Earlier this month, a team of OAR members headed to Capitol Hill in Washington D.C. for the NAR Legislative Meetings & Trade Expo. I want to thank all the members for taking the time and effort to represent our state. We had an excellent turnout and it was exciting to participate in the process, advocating for Oregonian homeownership and private property rights.

During the week-long event, we met with several Legislators including Senator Ron Wyden, Representative Earl Blumenauer and Representative Suzanne Bonamici. A special thank you to our Federal Political Coordinators for making these meetings happen! See a list of the FPC.

In addition, we were able to learn more about the National agenda to support REALTORS®. The key points were focused on Flood Insurance, Opportunity Zones, Association Health Insurance, Taxes and more. Read the Capitol Hill Talking Points

In addition, every year NAR invites the sitting President to speak. This year President Trump accepted the invitation. Watch the President's Address
National Flood Insurance Could Expire
Without Congressional action, the National Flood Insurance Program (NFIP) will expire at midnight on Friday, May 31, 2019. NAR is working to avoid a lapse while Congress continues to negotiate over a long-term reauthorization and reform measure.

OAR Fall Convention & Trade Show
OAR's annual Fall Convention and Trade Show makes its way to Oregon's beautiful capitol city at the award-winning Salem Convention Center. This is a great opportunity to take time to get up to speed on current trends, earn CE and make new connections.

We believe membership is a two-way street and "It Starts With You!" Show up, speak up and get involved with OAR!

NAR Brokers Edge
Registration for the NAR Brokers Edge workshop at the Embassy Suites at Washington Square Mall in Beaverton is now open! On Thursday, June 27 join us for this one day education and networking event designed for managing brokers and brokers to stay on the cutting edge of industry topics and market trends. Advocacy Update
Oregon Loses a Great Public Servant, Jackie Winters    
State Senator Jackie Winters (SD-10) passed away on May 29, 2019 after a battle with cancer. Senator Winters was a groundbreaking Legislator and the first and only African-American Republican elected to the Oregon legislature and to hold the position of Caucus Leader. Senator Winters championed issues such as criminal justice reform and was known as a bipartisan consensus builder. Winters was a strong advocate for housing and real estate issues and was a past recipient of the American Dream Award. She will be dearly missed by all who knew her.  Learn more about her legacy.
Revenue Forecast Signals Beginning of End
of Legislative Session   
The end of session revenue forecast was released by the State Economist on May 15, telling legislators how much money they can expect to bring in in the current biennium (2017-2019) and the next (2019-2021). Revenues for 2017-2019 are up $900M over the forecast issued just three months ago, and $2.4 billion more than was initially predicted back in 2017.   The strong revenue forecast is expected to result in an income tax kicker—to be issued with 2019 tax returns—totaling $1.4 billion. The revenue forecast was a key milestone for legislative leaders to determine what to do with hundreds of bills that require state expenditures and are sitting in the Ways and Means Committee.  Many of these bills relate to housing and land development, and OAR is tracking them closely.  Bills that OAR is supporting include efforts to help homeowners replace failing septic systems ( SB 756 ), comply with woodsmoke emissions regulations ( SB 1031 / HB 3408 ), and provide grants or loans to communities for workforce housing ( HB 2055A / HB 2056 ), among others.  
Major Housing Policy Bills Still Remain
There are several significant housing policy bills still in play after the legislature’s most recent committee deadline on May 24.   HB 2001 , which would allow for the development of duplexes, triplexes, quadplexes, cottage clusters and townhouses on land currently zoned for single family housing in cities with more than 25,000 people, awaits action in the Ways and Means Subcommittee on Transportation and Economic Development. A bill to allow for accessory dwelling units (ADUs) on rural residential lands sits in Ways and Means ( SB 88A ) and a bill limiting the ability of landowners to build forest template dwellings ( HB 2225A ) cleared a Senate Committee last week. We will keep you apprised of developments on these and other important pieces of legislation.

LEGAL HOTLINE Q&A
Question:
The new landlord/tenant law around rent control only applies to buildings older than 15 years and limits rent increases to 7% + CPI each year. What if a property that is older than 15 years is significantly remodeled? Would it now be considered newer than 15 years old and therefore the new law would not apply?
 
Answer:
Unlikely. The law states that the age of a building is calculated based off when the first certificate of occupancy was issued for a dwelling. If there was a significant remodel, it typically would not be considered a new dwelling and would not require a new certificate of occupancy. However, if the building was essentially torn down to its foundation, it could be argued that it’s a new dwelling and therefore, once issued, the new certificate of occupancy would be the first for the dwelling and it would be newer than 15 years old. However, as is the case with many aspects of this new law, much will not be known until litigated and therefore, if the above scenario were to happen, we would strongly encourage consulting with legal counsel.
