Governor Modifies CAT Estimated Tax Payment Requirements
On March 27, 2020, OAR and nearly fifty other industry groups  sent a letter  to Governor Brown asking her to suspend Oregon’s new Corporate Activity Tax (CAT) due to the economic fallout of the Coronavirus pandemic.  

While Governor Brown has not suspended the tax, according to a  letter  sent Friday to Oregon Business and Industry, she instructed the Department of Revenue to modify its implementation in some significant ways.  

Oregon Now Accepting Unemployment Claims for Self-Employed
The Oregon Employment Department is providing unemployment benefits through the  CARES Act Pandemic Unemployment Assistance (PUA) program . Oregonians who are eligible for this program include individuals who do not qualify for or cannot collect benefits on a regular unemployment insurance claim. 

This includes Oregonians who are:
  • Self-employed and not subject to unemployment insurance tax, • perform work as an independent contractor
  • Perform work not subject to unemployment insurance tax
  • Did not earn enough in wages or work enough hours to qualify for regular unemployment benefits
  • Exhausted regular unemployment benefits, and are not eligible for another extension.

SBA Reopens Applications for PPP Program
On Monday April 27th, the Small Business Administration (SBA) reopened the systems for applying for the Paycheck Protection Program.  These funds are expected to go quickly due to high demand, so we urge anyone interested in utilizing these programs to apply as soon as possible . Those interested in applying must do so through a lending institution rather than directly through the SBA.   

The SBA also started processing Economic Injury Disaster Loan applications that had already been submitted. It is not currently taking new applications, but may do so in the future.

This week, Trustees of the Oregon REALTOR® Political Action Committee (ORPAC) met to make a series of candidate endorsement decisions for the upcoming May 19, 2020 primary election. Throughout April, the Trustees interviewed numerous candidates running for statewide and legislative office. Candidates were evaluated based on their alignment with REALTOR® issues, the strength of their campaigns and fundraising operations, and their knowledge of the district and office they are campaigning for.
OAR’s Key Contact Program Town Hall – May 1
On Friday, May 1, OAR will be hosting a Zoom Town Hall to unveil a new and improved advocacy initiative – the Key Contact Program . With the help of our local REALTOR® Association partners, OAR’s Key Contact Program will ensure every state legislator has a trusted, go-to REALTOR® advocate to discuss housing policy and real estate issues with. OAR is looking for 90 engaged and informed REALTORS® interested in serving as their State Representative or Senator’s Key Contact. Please join us for the rollout of this exciting program Friday, May 1 st  at 9:30 am via Zoom! Members must register for the event using this  link .
REALTORS® Partner with Census Bureau
NAR is partnering with the Census Bureau for the 2020 Census. The Bureau is seeking to enlist the support of various national organizations. NAR is asking the 1.4 million REALTORS® nationwide to help drive Census participation in their respective communities.

Legal Hotline Q&A
Question: We have a client that recently terminated a listing agreement with an agent from another brokerage. When the other agent had the listing, a buyer was interested in the property and contacted the prior listing agent. The only work the prior listing agent did for the buyer was to measure the garage. Nothing came of it until after our office took the listing and this same buyer, using a different agent, wrote an offer on the property. The prior listing broker contacted our office, demanding a commission from our company for this sale. Does measuring the garage justify receipt of a commission when the listing agreement was terminated PRIOR to an offer being submitted by a completely different agent on a listing that now belongs to our brokerage?

Answer: Whatever the validity of the terminated agent’s claim to a commission, it has nothing to do with you. They might claim a commission from the seller under their own terminated listing agreement or they might try to claim one under your new unilateral offer of compensation. You don’t care about the terminated listing agreement and this agent cannot be the procuring cause of a sale under your offer of compensation IF their activities with the buyer took place before you made your unilateral offer of compensation. So, it really has nothing to do with you, although it may have something to do with your seller.

OAR will be recognizing real estate professionals who have made an impact through volunteer service in their communities.

NAR's Good Neighbor Awards recognize REALTORS® who have made an extraordinary impact on their community, or on the national or world stage, through volunteer work.

Five winners are announced each fall in REALTOR® Magazine.  Award  winners receive $10,000 grants for their charities, as well as national and local publicity for their cause. Winners will also be flown to the National Association of REALTORS® annual conference where they will receive their award in front of thousands of fellow REALTORS®. Past winners all report that their charity benefited from additional donations and volunteers as a result of the exposure.  Nominate a REALTOR!

NAR Committee Application deadline extended to June 1
NAR is still accepting Committee Applications through June 1, 2020. Members are encouraged to submit multiple applications (up to five) in order to be considered for all committees you have an interest in serving on; however, members will only receive one appointment, per current policy. Applications are compiled for review by NAR Officers during the NAR committee selection process.Visit the  Committee Selection Process  page for more information.  Applications accepted through June 1, 2020 at 11:59 p.m.
2021 OAR Committees Application Deadline July 1
