COURT RULING DUE ON DECEMBER 8th


Pasadena Now has published a story about the California Apartment Association's appeal in its case against Measure H. The CAA orginally litigated in December 2022, pointing out that Measure H fundamentally changes Pasadena's governance model in a way that should only be approved by a City Council measure or a charter commission.


The CAA's case also challenges the unconstitutional nature of a rent board that has a heavy tenant majority, and asserts that the Rent Board's extreme relocation requirements pre-empt the state's right to regulate rental policy on newer homes under the Costa-Hawkins Act.


Following the recent finding by the Superior Court of Orange County that Santa Ana's biased Rental Housing Board is unconstitutional, we are hoping for a similarly positive outcome on December 8th.






Forcing the City to protect tenant data



As we told you earlier this month, the Rent Stabilization Department demanded tenants' information without authorization. We still have no clear response about what is being done with that data, but we know it's being held on a platform with a history of data breaches. This puts tenants at risk, whether from ICE, domestic violence perpetrators, or jealous ex-partners.


We have been told that a case has been filed by a local housing provider and by a tenant who is directly impacted by the insecurely held data. This case aims to require the Rent Stabilization Department, and the City of Pasadena, to redact tenant information from their systems.


This case is due to be heard on December 16th, and we will keep you informed about the outcome.





2026 Ballot Measure


As we discussed at our lunch meeting, it's time to hire professionals to let us restore fairness and democratic oversight to rental regulation in Pasadena.


We have significant funding deadlines in the weeks and months ahead. In order to restore and defend a safe and sustainable rental environment for small-time housing providers and the tenants we house, please consider donating $120 per unit for 2025. That's about the cost of the first month of activist-imposed rent rollback.
