Strategic planning is the first step in ensuring that OC San has the people and assets in place to meet our agreed upon mission of protecting public health and the environment by providing effective wastewater collection, treatment, and recycling.
The 2021 Strategic Plan includes 15 policy areas that establish OC San’s priorities over the next two years. Specifically, the plan includes measures to address climate and catastrophic event resiliency, food waste treatment, water quality issues such as minimizing and treating constituents of emerging concern and completing the final phase of the largest potable water reuse project in the country. The plan provides the foundation for ongoing communications with policy makers and the public, final policy decisions, and budget development.
The guiding principles for the Strategic Plan are OC San’s core values and its Levels of Service (LOS). The LOS articulate our specific commitments to ratepayers, regulators, stakeholders, and each other. They establish standards for a wide range of issues, for example; number of odor complaints, frequency of sewer spills, ocean discharge permit compliance, financial credit rating, and the rate of sewer pipe cleaning. These LOS transparently capture what we do and collectively define appropriate investment.
