WHAT’S IN THE BUDGET? GOV UNVEILS 2022-23 BUDGET PROPOSAL:
  • Governor Newsom released details on a record-high $286.4B budget proposal, bolstered by a projected $45.7B surplus. The budget includes $2.7B to support COVID testing and vaccination efforts, $9.1B toward transportation infrastructure projects, $1.2B to modernize CA ports and invest in the supply chain, $285M to respond to retail theft, $45 million to promote tourism, and $3B to pay down some of the state’s Unemployment Insurance (UI) debt, which would be passed down to businesses as a significant tax if unaddressed. Governor Newsom proposed freezing the gas tax inflationary increase scheduled this year but indicated road maintenance funds would be backfilled. He continues to invest significantly in K-12, higher education, and early childhood education, and proposed $1.5B for workforce development pathway programs. He also predicted excess funds would be allocated to schools and returned to taxpayers. While there are numerous pro-business items included in this proposal, OCBC will closely monitor the budget process and ensure Orange County receives its fair share of funds.
