Subject: OCDEL Announcement RE: CCDBG State Plan
The Pennsylvania Office of Child Development and Early Learning (OCDEL) has been hard at work developing the Child Care Development Fund and Block Grant (CCDBG) State Plan for Federal Fiscal Years 2019-2021. OCDEL would like to announce that two public hearings have been scheduled. These hearings provide an opportunity to learn more about what the State Plan is and why it is important, as well as to provide testimony regarding what is in the State Plan.
- April 30, 2018 from 10:00 AM to 1:00 PM at PaTTAN, 6340 Flank Drive, Harrisburg, PA 17112
- All are welcome to attend.
- If you choose to provide testimony, we will ask that you RSVP no later than close of business, Friday, April 27, 2018.

- May 8, 2018 from 10:00 AM to 1:00 PM at 801 Market Street, Philadelphia, PA 19107
- All are welcome to attend; however, this is a secure building. Please be prepared to show your ID upon entrance.
- If you choose to provide testimony, we will ask that you RSVP no later than noon, Friday, May 4, 2018.
- Please RSVP to jsands@pa.gov, and use the subject line: RSVP: Philadelphia Public Hearing
All testimony should be prepared in writing and submitted at the end of each public hearing. This helps OCDEL keep a clear and accurate record of the testimony, comments, and questions.
If you cannot attend one of the public hearings, OCDEL will provide resources regarding what the State Plan is and how to comment. All comments are due for submission by May 18, 2018.
OCDEL anticipates the State Plan will be released for public consumption and comment on April 26, 2018. When it is posted, another announcement will be released with additional details on how to provide comment.

Summer is Coming! Brush up on Outdoors and Water Regulations!
Although the winter weather doesn't want to let go just yet, summer is only a few shorts week away. It's important that all programs that plan to offer field trips and swimming activities are stressing the importance of supervision with their staff. Staff must be assigned the responsibility for supervision of specific children. The staff person shall know the names and whereabouts of the children in his assigned group. The staff person must be physically present with the children in his group on the facility premises and on facility excursions off the facility premises. Staff must be able to hear, see, direct and assess the children's activities. All staff should review the regulations §3270.113, §3280.113, and §3290.113
Regulations §3270.114, §3280.114, and §3290.114 state that weather permitting, children shall be taken out doors daily. Most children get excited to go outside and have free play time, but going into nature can offer so much more! Summertime provides an opportunity for the great outdoors to become an outdoor classroom. Sun Safety is extremely important to remember when spending time outdoors. Provide plenty of drinking water and protect children from sun damage. Use shade and protective clothing, including hats and sun-glasses, whenever possible. Applying sunscreen twenty minutes before exposure and reapplying every two hours will help prevent sun damage
Swimming will require additional staff to meet the minimum ratio requirements and maintain the safety of the children in your care. If you choose to do water activities, be sure to follow regulations §3270.115, §3280.115, and §3290.115 for swimming, wading, or water play table activities.
