OCDEL's 2022 Market Rate Survey Responses


Twenty-three (23) percent of Pennsylvania's certified child care and after school programs have responded to OCDEL's 2022 Market Rate Survey (MRS) to evaluate future child care related programming and policy decisions, ​including Child Care Works rate setting (through Aug. 17, 2022). Which side are you on? Now is the time to share your responses to the MRS.

The recording from the Aug. 17, 2022, webinar, 2022 Market Rate Survey and YOU, is now available. The webinar topics includes the importance of the Market Rate Survey (MRS), the elements of the survey, and how the information may be used. Joining the webinar was the team from Penn State Harrisburg, Institute of State and Regional Affairs, coordinators of the survey collection and evaluation, who shared the new complementary study in progress to assess the Cost of Care. Action Required for Regulatory Compliance


Providers who hold a license to operate a facility licensed by the Pennsylvania Department of Human Services (DHS) recently received an important notice regarding two changes to the Civil Rights Compliance process. First, there is a new Civil Rights Compliance form when submitting a new licensing application and a new Civil Rights Compliance attestation form when submitting a licensing renewal application. Second, the process of submitting the form has changed.


The DHS Bureau of Equal Opportunity currently issues a letter verifying compliance with applicable civil rights laws. With the new process, a letter from BEO will no longer be sent out to licensed entities. Instead, the issuance of the new license or renewal license will indicate that a CRC form or Attestation form submission was approved. 


The new process is effective today, Monday, Aug. 22, 2022. Existing licensees and applicants were notified to begin following the new process on or before this date. For additional details, see the release.
