2022-23 PA Head Start Supplemental Assistance Program RFA – Action Required

The Pennsylvania Department of Education (PDE), through the Office of Child Development and Early Learning (OCDEL), has announced a competitive Head Start Supplemental Assistance Program (HSSAP) Request for Application (RFA) for fiscal year 2022-23.

HSSAP funding is awarded competitively on a five-year grant cycle. FY 2022-23 begins a new five-year cycle. All current HSSAP grantees, as well as any new, eligible applicants MUST apply during this competitive RFA process. Applicants must submit Letters of Intent to [email protected] by 3:00 PM on Feb. 25, 2022. Only applicants that submit a complete Letter of Intent by the deadline will be permitted to apply for funding. Get additional information.

Important Info Regarding the Effect of Act 12 of 2022 on Provisional Hiring Practices

On Feb. 17, 2022, Governor Tom Wolf signed HB 764 into law as Act 12 of 2022 (Act 12). Act 12 amends the Child Protective Services Law (CPSL) to allow most employers to hire an applicant on a provisional basis for up to 45 days. For certified child care operators to do so, a set of all conditions MUST be met.

Effective Feb. 17, 2022, Department of Human Services (DHS) certified child care providers are no longer required to submit a Provisional Hire Waiver Request for Child Care (CD 353) to allow child care employees to work in a certified child care facility on a 45-day provisional basis.
