Lower Rates, More Clean Energy  

OCPA is making a bigger impact in our member communities by providing more renewable energy in 2024 at a lower cost.  


Starting this month, OCPA is increasing the discount on its Basic Choice plan to 3% less than Southern California Edison’s (SCE) equivalent generation rate. This discount carries up to all OCPA plans and will provide relief to all OCPA customers. The Board of Directors also approved plans to increase the discount to 4% depending on energy market conditions in the second half of 2024.


The percentage of renewable energy in two plans is also increasing as part of OCPA’s commitment to create a greener electrical grid for California. Basic Choice is increasing to at least 44% renewable energy and Smart Choice is increasing to at least 72% renewable energy.

Audit Affirms Accuracy of OCPA's Strong Financials

OCPA’s strong financial standing was confirmed by a firm specializing in Community Choice Aggregation agency audits. In December, Pisenti & Brinker LLP affirmed the accuracy of OCPA’s financial statements. OCPA’s 2024 budget projects $329 million in net revenues and $288 million in total operating and non-operating expenses. This will result in $38 million contributed to reserves, with projected growth to $88 million by June 30 this year.


As a not-for-profit, OCPA ensures enough revenue is collected to cover energy generation costs and the costs of doing business. Any additional funding collected is used to help maintain lower energy prices, provide incentives for solar installations, support energy efficiency programs, and develop more local renewable energy sources in and near Orange County.

2023 Year in Review

Looking back on the milestones and accomplishments from 2023, OCPA was recognized as one of the greenest Community Choice Aggregation agencies in California. Electricity service was provided to more than 230,000 customers, that reduced CO2 emissions by 709 million lbs. by choosing more renewable energy for their electricity generation. Looking to the future, OCPA entered into a 20-year contract on a 90-megawatt solar project that is paired with 30 megawatts of energy storage. This brand new generating facility will produce enough carbon-free electricity to power approximately 40,000 homes. 


OCPA also attended 24 community events, planted nine trees in member communities and gave Bright Futures Grants to four non-profits to educate our communities on the benefits of renewable energy and local community energy choice. Here’s to another great year ahead!

OCPA Bolsters Team With New Hires

Two new employees with extensive local government and community outreach experience have joined the OCPA team.


After a decade leading community relations and other efforts at the County of Orange, Saul Viramontes joins OCPA as the new management analyst where he’s responsible for research, administrative, operations, financial and analytical duties. 


Linda Kraemer, an Orange County native, longtime community organizer and environmental advocacy leader, serves as Community Engagement Manager. She previously consulted on sustainable solutions for corporations, schools, and communities.

Dr. Richelle Tanner: Communication is Key for Community Energy, Climate Action

Dr. Richelle Tanner, an assistant professor and program director of environmental science and policy, wrote about how effective communication can be a determining factor in whether people grasp and acknowledge the changes happening to our planet. Bringing people into the climate conversation in a way that resonates with them is a first step in gaining community adoption of community choice agencies.


OCPA “can provide many benefits for residents and businesses, including more equity in preserving our environment, mitigating climate change, and offering clean power at competitive rates,” wrote Dr. Tanner. “But if the benefits of community choice aggregation and the need for all of us to do our part to combat climate change are not effectively communicated, many communities may not understand why and how they can be part of this larger solution.”
