OMRI to no Longer Review Non-National List Sanitizers, Disinfectants and Cleaners
Dear subscribing certifier,

Starting August 4, 2022, the review of products that formulate with non-National List sanitizers, disinfectants and cleaners will no longer be within the scope of the OMRI Review Program. This decision is a culmination of discussions that started in earnest in late 2019 with the OMRI Board of Directors.

In September 2021, OMRI conducted certifier outreach via the ACA Materials Working Group. This outreach sought to understand how certifiers were approaching the review of these products, and what the impact might be on organic certifiers if OMRI ceased reviewing them. With consideration of the feedback received from certifiers and from product manufacturers, the topic of OMRI’s role in the review of products that formulate with non-National List sanitizers, disinfectants and cleaners was presented to OMRI’s Board of Directors. 

In May 2022, the OMRI Board voted that the review of sanitizers, disinfectants and cleaners not appearing on the National List of Allowed Substances at §§205.603 and 205.605 should be outside the scope of OMRI’s Review Program. NOTE: The review of the same class of materials not included at §205.601 is already outside OMRI’s review scope.

This shift in review scope establishes consistency across all OMRI Use Classes under the National Organic Program (NOP) regulations (CT, LT, PS). Additionally, it establishes consistency across all ruling bodies that OMRI reviews under (NOP, Canada Organic Regime, and Mexico Organic Products Law). It also allows OMRI’s review program staff to focus on other priorities that will elevate the organization’s level of service.

It is important to note that this policy shift does not directly impact a certifying agent’s power to approve the use of these products through the evaluation of on-site cleaning procedures and facility use conditions, even if they are no longer OMRI Listed®. These products, which will come off the OMRI Products Lists© starting August 4, are not prohibited for use in organic production if contact with organic soil, crops, animals or products is prevented.

As of August 4, the review of non-National List sanitizers, cleaners and disinfectants for use in both livestock (LT) and processing (PS) production will no longer be within the scope of OMRI’s review program, and limited re-reviews of impacted products will begin shortly after that date.

To facilitate this transition, a preliminary list of impacted products are included for your consideration.
