COVID-19 Impacts
CDA Consultants Landrum and Brown provided an overview to the Technical Committee on the impacts of the COVID crisis on the aviation industry and at O'Hare in particular. For the month of July, operations are down 49% compared to 2019 numbers. O'Hare has seen an increase in cargo volumes due to the fact that O'Hare has been a hub for pandemic supplies, however the volume is not at the same level as passenger operations. View Report

IFQ to Resume in September
The Interim Fly Quiet runway rotation plan is scheduled to resume September 13, 2020, following the summer construction season. The IFQ was paused over the summer to accommodate construction for the rehabilitation of Runway 4R-22L.
Permanent Noise Monitor Upgrades
The CDA is proceeding with noise monitor upgrades throughout the City and suburbs. They are also relocating some monitors as well as installing new monitors. Of the 36 total permanent noise monitors, 17 upgrades were completed in previous years, 11 have been upgraded in 2020, and 4 upgrades remain in 2020. There are a total of 4 monitors slated for relocation, with 1 completed to date and 3 remaining. In addition, There are 7 new locations that the City is working on. View Report
Runway 9C/27C Opening Scheduled for November 5
The commissioning of Runway 9C/27C is scheduled for November 5, 2020. The FAA is preparing an educational video for outreach purposes and the CDA is compiling a fact sheet and FAQs. All materials will be available online. 

The FAA will be conducting flight checks from 8/31-9/2 and a daytime flight check on 9/5.
Residential Sound Insulation Program Work Resumes
The CDA reported that field work is resuming on the RSIP. CDA has worked with the Chicago Department of Public Health to develop COVID guidelines for the safety of residents and contractors. 

CDA is now accepting applications for Phase 19, the last phase of OMP residential sound insulation. Any remaining eligible homes are invited to participate in Phase 19. 
Odorous Windows Update
The State of Illinois has designated the City of Chicago to administer the five-person Odorous Windows advisory committee. The committee's first meeting has been scheduled. A grant for the spring funding is already in place; the next step to replace the windows will require guidance from the state to determine the sequencing for replacement.
ONCC Intergovernmental Agreement Renewal
ONCC is working with the CDA and City of Chicago legal department to finalize revisions to the Intergovernmental Agreement that is scheduled for renewal this year. The document is expected to go to the City Council in October for approval, and then will need to be approved by each ONCC member.
