Departure Panel Discussion - May 4, 2018
ONCC hosted a panel discussion on Departure Procedures at their May 4, 2018 General Meeting. The idea for the discussion stemmed from a meeting ONCC Leadership had with representatives of the FAA, O’Hare Tower management and United Airlines at the Great Lakes Regional FAA office to address concerns about departure turns and flight paths. Mayor Juracek thought it would be a beneficial subject to cover at an ONCC general meeting. Discussion topics included:
  • What are the daytime departure runways used in east and west flow?
  • Who is responsible for each aspect of a departure?
  • How are the runways assigned for departures?
  • Who sets the altitude and the climb angle?
  • Why do some aircraft turn greater 90 degree?

In her remarks, Mayor Juracek thanked the membership for their support and vote of confidence. She said that she was honored to serve on the 2018 leadership team along with Joe Annunzio and Dr. Raymond Kuper for another year and looked forward to continuing the important work they have started. 
Mayor Juracek said that she appreciated the selfless work of the committee chairs and vice chairs and applauded ONCC members who work as regional stewards to achieve noise mitigation in an equitable manner, taking into account the 360-degree arc of residents surrounding the airport. 

Fly Quiet Committee Update
At the May 4 general meeting, membership of the newly created Fly Quiet Committee was announced. The following communities were selected to serve on the committee: Bensenville, Chicago Ward 41, Chicago Ward 45, Des Plaines, Elmhurst, Harwood Heights, Niles, River Grove, Schaumburg, Schiller Park and Wood Dale. The Committee's first meeting is scheduled for June 19, 2018 at the Chicago Department of Aviation. At that meeting, the committee will discuss their work plan moving forward for developing a Fly Quiet program to be in place once full build-out is completed.
Boeing is Scheduled to Address ONCC on June 1, 2018
Boeing will give a presentation titled: Accelerating Innovation for Community Noise and Emissions Reduction. This meeting will take place at Cafe la Cave (2777 S. Mannheim Road, Des Plaines, IL) at 8 a.m. All are welcome to attend.
Residential Committee Update
The Residential Committee met on May 16, 2018.

Phase 17 - 1,020 dwellings (691 homes) are enrolled in Phase 17. 272 participants did not enroll and would be asked to be part of a future program phase.

Phase 18 - Staff reported that a status letter will be mailed to all residents in Phase 18. 

Residential Program Window Odor Status - Staff reported that 2,000 homes have been located at O’Hare with Sound Solution windows. Homeowners received a letter asking them to report any odor from the windows. To date 90 homes located at O’Hare have reported an issue with window odor. The city of Chicago remains committed to finding a solution to address this issue.  

Technical Committee Update
The O’Hare Noise Compatibility Commission Technical Committee met on May 22. Chicago Department of Aviation (CDA) and Federal Aviation Administration (FAA) staff updated members on the permanent and portable noise monitors, Fly Quiet 1st Quarter 2018 Report, Fly Quiet Manual revisions, the aircraft noise complaint system, and the Interim Fly Quiet status.

Interim Fly Quiet Update
At the May 22 Technical Committee meeting, the FAA provided an update on the Interim Fly Quiet plan. The contract for the third-party consultant for the Interim Fly Quiet (IFQ) environmental impact study has been approved, and modeling has begun. The process is expected to take approximately one year to complete. More information regarding scheduling of the public comment process will be available later this summer.
