New Runway 9C/27C to Open November 5, 2020
Runway 9C/27C is scheduled to open on November 5, 2020. It is the last full runway to be built as part of the O’Hare Modernization Program. In addition to this new runway, a runway extension on the north side of the airport is scheduled for completion at the end of 2021.

Runway 9C/27C is located on the north side of O’Hare Airport and will be the sixth east/west parallel aligned runway at O’Hare. The new runway creates more balance for the airport with three parallel runways north of the terminals and three south of the terminals.

Fly Quiet 21 Update

Intersection Departures - The CDA presented noise model comparisons on the north runways using intersection departures to indicate there would be a minimal noise effect on the human ear.

Long Runway - The CDA is meeting with the airlines and the FAA to get their feedback on designated long runways so that the Fly Quiet Committee can develop runway configuration alternatives.

Interim Fly Quiet - Part 1 Report
The Interim Fly Quiet runway rotation plan was in place November 3, 2019 - May 17, 2020. The Part 1 report shows:
  • 50% of operations utilized designated runways
  • Operations During Fly Quiet = 86
  • Average time in Fly Quiet: 7 hours 16 minutes

The Interim Fly Quiet runway rotation plan resumed September 13, 2020, and will be in place through January 31.
August 2020 Airport Noise Management System Report

  • Total operations -45% compared to August 2019 and +11% over July 2020
  • 28R most used departure runway with 43% utilization
  • 28C most used arrival runway with 26% utilization
  • West Flow 55%, East Flow 45%

COVID-19 Impacts - Update
Landrum & Brown continues to update the Technical Committee on the Impact of COVID-19 on the aviation industry. Data from August 2020 show operations at O'Hare are down 48% compared to 2019.

Residential Sound Insulation Program
  • The first Residential Sound Insulation Program Advisory Committee was conducted on September 1, 2020. The Advisory Committee was formed as required by State legislation to provide guidance regarding the replacement of odorous windows and doors.
  • The City is evaluating bids for On-Call Warranty Services. This contract will address warranty claims for windows and storm doors for companies that are no longer in business and are not fulfilling their warranty obligations. 
ONCC Intergovernmental Agreement Renewal
Representatives of the Intergovernmental Committee have been meeting with CDA and City of Chicago Legal department to refine the intergovernmental agreement. We are very close to finalizing the document, and expect it to go to the City Council for their approval, and then will go on to ONCC members for their approval before January 31, 2021.
