WINDPORT
CONSTRUCTION BEGINS

The groundbreaking for the NJ Windport took place on September 9. This facility will have the capacity to supply offshore wind facilities up and down the East Coast. Alliance President Jerry Keenan joined Governor Murphy and other public, private and labor sector officials at the event.

CONGRESSIONAL INFRASTRUCTURE DEADLINE LOOMS CLOSER

The House still plans to vote by September 25th on a looming infrastructure package. Negotiations continue as OLN goes to press. There is at least $12B in transportation funding for key NJ projects, including the Gateway Tunnel and related infrastructure.
HOBOKEN CONNECT PROJECT TO BEGIN

LCOR has announced a new project, now known as Hoboken Connect, that would amount to some 1 million square feet of new mixed-use space adjacent to NJ Transit's historic Lackawanna Terminal. Several Alliance members have been named as contractors in the project, which is 16 years in the making.
FAA GREENLIGHTS NEWARK MONORAIL REPLACEMENT

The Federal Aviation Administration has approved the Port Authority of New York and New Jersey's environmental assessment of the ecological impact of the monorail replacement. Alliance members are among the companies shortlisted to build the $2B plus project.
C-PACE BILL SIGNED BY GOVERNOR MURPHY 

New Jersey is the 27th state to establish a C-PACE program. Commercial Property Assessment for Clean Energy is a financing tool that provides commercial property owners with 100 percent of the required capital up-front to complete clean energy and energy efficiency projects.  The new program will be housed in the Economic Development Authority.
AMAZON BRINGS AIR CARGO FACILITY TO NEWARK AIRPORT 

Amazon.com recently announced an agreement with the Port Authority of New York & New Jersey to revitalize two existing industrial structures along the perimeter of Newark Liberty International Airport. Buildings 339 and 340 will be transformed by Amazon into a 250,000-square-foot air cargo facility.

ARMY CORPS UNVEILS STUDY OF STORM RESILIENCE MEASURERS

In light of the recent destruction in NJ of Hurricane Ida, an important focus has been placed on the Army Corps' recent unveiling of a plan of coastal storm resistance measures. The $16 billion plan would impact 950 square miles of the state from Neptune to Cape May and was released jointly with the NJDEP.

Virtual public hearings are set for Sept. 20 and 21.

At stake are an estimated $1.8B in flood losses annually in NJ.
NJ TRANSIT BEGINS CONCEPTUAL PLANS FOR AMERICAN DREAM/METLIFE STADIUM TRAIN

NJ TRANSIT has engaged Alliance member HNTB to begin a $3.5M conceptual design study for proposed enhanced rail service to the Meadowlands sports and entertainment complex. The train could be ready in time to serve attendees of the 2026 World Cup tournament, as the Meadowlands site is being considered.
JERSEY CITY FINALIZES STRICTER INSPECTION RULES FOR HIGH-RISES 
 
Jersey City's council has unanimously passed an ordinance to strengthen inspections at most buildings that rise over six floors. It is the first major city in the state to do so after the collapse of the Miami Champlain Towers.
PEOPLE ON THE MOVE

* Alex Gorsky is leaving the CEO role at Johnson & Johnson, the New Brunswick-based health care giant and one of the state's largest employers. He will be succeeded by Joaquin Duato, currently vice chairman of the Executive Committee. The shift at the top is effective January 3, 2022.

* Noreen Giblin has transitioned from her previous role as the Governor's Cabinet Secretary to a new role as the Director of the Governor's Authorities Unit. Her predecessor in this role, Brian Wilton, has been tapped to be the General Counsel of NJ TRANSIT.

* Kathleen Frangione, who had been Governor Murphy's policy director early in the administration, is now going to head government affairs for Ørsted in the US. She comes to the new role from another role as head of environmental policy for Amazon.

* Grace Hanlon will be the new Executive Director of the Jersey Shore Partnership. She succeeds Margot Walsh, who had been in the role since 2006.

* Zoe Baldwin has left the Utility and Transportation Contractors of New Jersey to become the New Jersey Director for the Regional Plan Association.

* And former NJ State Deputy Treasurer Catherine Brennan has become NJIT's senior vice president and chief financial officer.
