OPC and the Agency of Digital Services (ADS) collaborated on issuing Retainer Contracts for various services in Information Technology (IT).
What is a Retainer Contract?
Retainer Contracts are often caller Retainer Agreements or Blanket Agreements.
Administrative Bulletin 3.5
defines a Retainer Contract as following:
A Contract which specifies the nature of the potential services to be rendered and
the cost of the service. Retainer Contracts generally establish standard Terms and
Conditions (T & C), set maximum not-to-exceed prices, and satisfy many legal
requirements associated with State procurements, such as public notice of bid, and
Vendor responsibility. Specific service requests are made through separate
Statement of Work (SOW) agreements written against this Contract. These are
commonly used by the Agency of Digital Services (ADS), Department of Buildings
and General Services (BGS), and the Chief Marketing Office (CMO).
OPC maintains several Retainer Vendors on Contract allowing ADS on the behalf of Agencies/Departments to quickly and efficiently obtain certain IT consulting and technical services. These Contracts provide services in many functional areas or categories ranging from strategy and analysis services
