HOP/BRIDGE Program - CHC Impact
Check in with OPCA to Better Understand OHP Benefit Changes for CHC Patients
|
This past July marked the one-year anniversary of the Healthier Oregon Program implementation (expands OHP benefits to all eligible residents, regardless of immigration status) and, simultaneously kicked off the OHP Bridge program (for adults with higher incomes). Except for a handful of PERC codes in the HOP program (updated list coming soon), currently neither program is eligible for wrap payments or patient attribution on APCM rosters. OPCA is monitoring the impact to CHCs – it is important to remember that eligibility criteria is set by both federal and state agencies – Oregon’s legislature passed the Bridge program as a measure to ensure continued access for patients who would no longer qualify under more limited federal eligibility. However, without a federal match for either program, patients on either of these OHP programs cannot be included in your APCM roster in the current program.
OPCA raised this with both the Medicaid Safety Net Division as well as the Delivery System Innovation teams at OHA and will continue to work with the OHP Bridge Advisory Committee to seek available remedies and/or changes to the program. We are aware that patients in both programs may still be “counted” in your CCO incentives; please check with your CCO if this has not been communicated. For questions or to discuss in more details, please contact Danielle.

How to Convince Congress to submit "Earmarks" for your FQHC
|
Congressionally Directed Spending Requests, formerly known as congressional “Earmarks,” are specific provisions in annual federal appropriations legislation that allocate direct funds for particular government and nonprofit projects, programs, or activities back in each Member of Congress’ state and district. This webinar offers guidance for FQHCs to work with their Members of Congress to submit requests for funding.
