ORR Communication:
Field Guidance #15 and UC MAP, Section 2
Good afternoon Family Reunification Providers,

Field Guidance #15 - Release for Eligible Non-Sibling, Closely Related Children to a Category 1 or Category 2A Sponsor, effective May 14th, allows Expedited Release Procedures for Eligible Category 1 Cases to apply to a related child for whom the same sponsor serves as a Category 2 sponsor. Additionally, the Guidance allows for Category 2A background check requirements to apply to a related child for whom the same sponsor serves as a Category 2B sponsor.

With the updated version of the UC Manual of Procedures (UC MAP), Section 2: Safe and Timely Release from ORR Care, major changes include:
  • Section 2.2.2 Contacting Potential Sponsors - Updated the language and hyperlink in Quick Glance: DHS Restrictions on Use of Information Obtained from ORR (see page 12) to reference the most recent Consolidated Appropriations Act.
  • Section 2.4.2 Home Study Requirement - Updated Quick Glance: FAQs on ORR Mandatory Home Studies (see page 43) as follows:
    • Clarified that ORR mandatory home studies for children under 12 are only required for non-relative Category 3 sponsors and are not required for verified distant relative Category 3 sponsors.
    • Modified requirements related to ORR mandatory home studies required when a non-relative sponsor has previously sponsored (or sought to sponsor a child) and is seeking to sponsor additional children to create exceptions when the previously-sponsored child was related to the sponsor and there are no safety concerns.
  • Section 2.5.1 Background Check Requirements - Updated step #8 and Quick Glance: Release of UA Prior to Receiving Fingerprint Check Results (see pages 53-54). Case managers are no longer required to staff cases that may be eligible for release prior to receipt of fingerprint check results with the FFS. Instead, the case manager staffs the case with the case coordinator and documents their determination in the Release Request.
If you have any question regarding this guidance please contact your assigned CSS or Jaime Duckett.
