ORR Communication: Field Guidance #20 - Home Study Processing
Good morning Family Reunification Providers,

USCCB received communication from ORR on Tuesday, September 7th, regarding Field Guidance #20 - Home Study Processing, which went into effect that same day.

ORR prepared this field guidance in order to continue the goal of efficiently and safely streamlining the release process for children in ORR care.  In general, the Home Study Processing field guidance allows care providers to:
  1. Conduct Background Checks Concurrently to a Home Study
  2. Exempt Enhanced Background Check Requirements for Certain Category 1 Cases
More information, including step-by-step instructions as well as limits to the Exempt Enhanced Background Check Requirements, is provided here.

Please note, that if while conducting a Home Study meeting the criteria for exemption of enhanced background check requirements, and you assess child welfare concerns, notify your CSS immediately. Otherwise, if the home study would otherwise be positive, and the case meets the criteria for the exemption, please do not indicate enhanced fingerprint checks as a qualification.

If you have any 0questions regarding this guidance, please contact  your assigned CSS.

Thank you,
