SUPPORT: SB 1514
Restore local control and safety related to unsanctioned public camping
In 2021, the Legislature passed HB 3115, which codified the Martin v. Boise standard in Oregon law and limited how local governments could regulate public camping. HB 3115 is still in effect, despite the fact that the U.S. Supreme Court overturned this standard in Grants Pass v. Johnson. As a result, local governments are still constrained, creating confusion and litigation.
SB 1514 would repeal HB 3115, allowing local communities to address encampments in ways that reflect local values and protect public safety.
