Stop the Diesel Truck & RV Ban


Once in a while there is an issue of such significance that it requires immediate attention and “all hands on deck.” We thank Rep. Shelly Boshart Davis for raising this issue, as this may be one of those moments.


About three years ago, the Oregon Department of Environmental Quality (DEQ) passed a little-known regulation that would begin to phase out diesel-fueled trucks, RV’s, and heavy duty pickups in Oregon


This rule was known as the ‘Advanced Clean Truck (ACT) Rule.’

We are only now learning of the full significance of this regulation as the DEQ is reviewing and re-approving this rule again next week – Thursday, November 21st.


Unless the DEQ acts to postpone or cancel this regulation, this diesel truck and RV ban is going into effect on January 1, 2025.


In short, these rules will require RV manufacturers and truck manufacturers like Ford, Dodge, GM and Chevy to sell EV versions of their trucks – of which they don’t exist – in order to also be able to sell their diesel version. 


Included in this mandate:

- Ford’s F-250 and F-350

- Ram’s 2500 and 3500

- Chevy Silverado’s 2500 and 3500

- GM Sierra’s 2500 and 3500


Have you ever seen an electric Ford F-350? What about a plug-in RV? The technology for these kinds of vehicles barely exists and the technology to date is so expensive that it has no customer demand.


Oregon is effectively banning the sale of new Model Year 2025 diesel trucks and RV’s in Oregon staring on January 1, 2025.


This will obviously have huge impacts on our dealerships, our builders, our farmers, our trades, our local workers and families across Oregon as new trucks and RVs are no longer available for sale in Oregon.


And again, it's not just diesel pickup trucks and RV’s. It will phase out diesel long haul medium- and heavy-duty trucks that deliver food to the grocery store and online purchases to the distribution warehouse.

Agenda item E is the opportunity for public comment. Here are instructions from the commission coordinator. The EQC will be asked to adopt the temporary rule later that afternoon.

It is imperative that Oregonians from all corners of the state respectfully comment that the ACT Rule is bad for families, bad for workers and bad for our local businesses and needs to be repealed.


Finally, Representative Boshart Davis asks that you share your concerns with your state Senator and Representative to let them know your feelings on this issue.
