New York State Update
This year, "Trick-or-Treat for UNICEF" will be held virtually. UNICEF's iconic trick-or-treating collection box has been a cherished part of Halloween festivities for 70 years. This year, parents and teachers can participate in UNICEF's event through a virtual collection box. Children around the U.S. can enjoy Halloween-themed events and earn virtual coins that add up to real-life earnings, which can be donated to wherever kids would like to see them, allowing kids to see for themselves the positive impact they're having on children around the world. Search to see if you live or work in a Cluster Action Initiative Zone. As part of our Cluster Action Initiative, there are new restrictions in six clusters in the State, which allow us to stop the spread from these clusters and protect our progress in the fight against COVID-19. Look up your address to see if you live or work in a COVID-19 Hot Spot Zone where there are new restrictions. Maps of the six cluster zones can be found here.

Ads from the "Mask Up America" campaign have been seen 38 million times. The national campaign, with videos featuring the voices of Paul Rudd, Billy Crystal, Ellen Pompeo, Anthony Mackie, and more, have aired on TVs across the country more than 115,000 times. Watch the entire PSA campaign here.

October is Domestic Violence Awareness Month. You aren't trapped because of COVID. If there is an issue where you face imminent harm, call 9-1-1 immediately. If you need help, you can call the State's Domestic Violence Hotline at 1-800-942-6906 or text 844-997-2121.

Ohio, Michigan, and Virginia have been added to New York's COVID Travel Advisory. The three states join 35 other states and territories reported yesterday from which travelers arriving in New York must self-quarantine for 14 days. See the full list here.

SUNY just launched a grant program for personal protective equipment inventors. The SUNY Prepare Innovation and Internship Program will provide $10,000 for students and faculty who want to develop innovative alternatives to the PPE our frontline workers need as we continue the fight against COVID-19. Applications are open to students and faculty at all SUNY state-operated and Community College campuses. SUNY is accepting applications through November 15, and the first grant will be awarded on December 15.
Governor Cuomo signed two bills to help support New York's farms. The pandemic has affected many industries throughout the State, including agriculture, and these two new bills will help farmers — the first by ensuring that farmers do not lose out on their agricultural property tax assessments due to lowered sales and the second by helping to promote the sale of New York-grown products this holiday season. The State continues to address the micro-clusters where positivity rates are far higher than the statewide average. Enforcement by local governments of public health laws — including the new measures to contain these micro-clusters — has been uneven at best. As a result, NYS is sending a notification to local governments that they must enforce public health law under Section 16 in the designated cluster zones, or else they will lose state funding. Separately, they sent a letter telling the public and private schools in cluster zones that they will also lose state funding if they fail to comply with state regulations.

It is no longer a question of public awareness. The public is aware. The question is now one of enforcement. And we know from experience that the consequences of failing to enforce these health regulations are dire. We must keep these hotspot areas contained to protect our State's progress and prevent further spread. We've come too far, and New Yorkers have made too many sacrifices to allow this uptick in these hotspots to turn into a full-on outbreak. We will not allow other New Yorkers to be put at risk because of a lack of compliance.

Due to the pandemic, New York State is experiencing a severe shortage of blood, and donations are needed. Giving blood is safe, and blood donation centers have implemented precautions to minimize density and ensure donors and staff's safety, including requiring donors to make an appointment. A single bar is the source of much of the recent surge in Broome County, contact tracers have determined. The county had 69 new positive cases yesterday. Parts of the county, including areas in Binghamton and Endicott, are in a "yellow zone" requiring precautionary measures that include 50 percent maximum capacity in houses of worship, a maximum of 25 people for non-essential gatherings, and mandatory weekly testing at schools of both students and personnel.

The deadline to respond to the Census is this TODAY! New York's future is in your hands, and your response matters now more than ever. If you haven't yet, complete the Census now — it only takes 10 minutes — and please encourage your friends and family to complete their Census form too.

To show appreciation for disabled service members, Long Island non-profit Paws of War held its first "Veteran Appreciation Grooming Day." Paws of War groomed 12 dogs at their first event and hopes to schedule another Veteran Appreciation Grooming Day soon to help more disabled veterans and their service animals.

What can you do?
As many of you know, our local food pantries and non-profits have been coming together to ensure our community does not go hungry. We can’t thank these organizations enough for all their help. Below you will find links to our local non-profits that have been working in partnership with the Village of Ossining to distribute food to people who need it. If you would like to provide donations or volunteer support we encourage you to do so*.

These efforts will continue through this COVID-19 pandemic and thereafter. We are proud to say that many of our local restaurants are also taking donations toward providing meals to those in the community that cannot leave their homes. We will be including this information in a section of our Coronavirus Disease 2019 (COVID-19) web page.

Please send emails to [email protected] if you know of any other Ossining based agencies that are providing food during this time so that we can add them to this list.

We appreciate your commitment to our community.
