California, U.S. Pedestrian Deaths Fall Slightly in First Half of 2023 but Remain Above Pre-Pandemic Levels

The Governors Highway Safety Association (GHSA) released its annual Spotlight on Highway Safety report, offering a first look at state and national trends in pedestrian traffic deaths from January through June 2023. Preliminary data gathered from State Highway Safety Offices showed that drivers struck and killed 3,373 people, a modest 4% decrease in pedestrian fatalities, which is still higher than in 2019, the last pre-pandemic year.


California was one of 24 states with a double-digit decline from the first six months of 2022. In the first six months of 2023, 498 pedestrians were struck and killed on California roads, an 11.7% decrease compared to the same six-month period in 2022. The decline in pedestrian deaths in the first half of 2023 mirrors the recent trend in overall traffic fatalities. However, the 19,515 traffic deaths reported nationally in the first half of 2023 are up 15% from the same period in 2019.

NSC Preliminary Data Highlights Severity of Road Safety Crisis

According to a preliminary analysis conducted by the National Safety Council (NSC), traffic fatalities in the United States remain alarmingly high. An estimated 44,450 people died in traffic crashes in 2023, which is a 4% decrease from the previous year, but a 13.6% increase from the pre-pandemic year of 2019. California saw an 8% reduction in fatalities year-over-year. Safety issues such as speeding, distracted and impaired driving are all contributing factors to the preventable crashes on U.S. roads each year.


It is important to note that there are variations in data collected by the NSC versus what is included in the National Highway Traffic Safety Administration’s Fatality Analysis Reporting System (FARS). The NSC uses data from the National Center for Health Statistics, which includes deaths that occurred within 100 days of the crash and on public and private roadways, including parking lots and driveways. FARS data includes crashes that involve a vehicle traveling on a public road that results in the death of a driver, passenger, or other road user within 30 days of the crash.

OTS 2023 Grant Programs Highlight Exceptional Work to Reduce Traffic Fatalities

The Office of Traffic Safety (OTS) and its partners have been working consistently to enhance the safety of everyone traveling on California roads. The OTS developed and implemented various safety initiatives, focusing on programs to educate the most vulnerable road users, such as bicyclists and pedestrians. The funding has supported effective traffic safety measures, including assessments of walking and biking, safety training for bicyclists and pedestrians, introduction of new infrastructure, and educating teens and the public about the hazards of driving under the influence of drugs or alcohol.


One of the many highlights that prioritize safety through OTS grants is the work of the San Jose Department of Transportation to address traffic fatalities involving people experiencing homelessness. The San Jose Department of Transportation’s Vision Zero Team coordinated pop-up events near priority safety corridors with a local shelter and non-profit that provides social services for the unhoused. Partnering organizations provided unhoused individuals with reflective backpacks, camping lights, and bike lights and asked about the individuals’ traffic safety needs.

NASCAR Driver and Traffic Safety Champion Ross Chastain Teams Up with LAPD for "Know Your Limit" Event

Thousands of enthusiastic race fans converged in Los Angeles the weekend of Feb. 3 for the Clash at the Coliseum. In anticipation of the weekend’s activities, the Los Angeles Police Department teamed up with NASCAR driver Ross Chastain for a “Know Your Limit” event to proactively raise awareness about the dangers of drinking and driving. During the successful event, LAPD invited fans dining at the popular L.A. Live to take a breathalyzer test. Participants were challenged to guess their blood alcohol content while Chastain, known for his advocacy of responsible driving, engaged with fans, encouraging them to make safe choices during the race weekend and beyond.


The “Know Your Limit” program is used by OTS law enforcement grantees as an interactive educational tool to reduce alcohol-impaired driving through education. The program also reinforces the importance of prioritizing responsible drinking and alternative transportation options, especially during sporting events like the Clash at the Coliseum where alcohol is served.

Equity in Roadway Safety Webinar Series

The U.S. Department of Transportation Federal Highway Administration (FHWA) announced three new Equity in Roadway Safety webinars. The webinars aim to share strategies and tools that can be used to integrate equitable practices in transportation programs and projects. The 2024 webinars will focus on equitable design strategies, equitable data analysis, and roadway safety for people experiencing homelessness.

CalSTA Highlights 2023 Accomplishments

The California State Transportation Agency (CalSTA) released its annual accomplishments report for 2023, showcasing the profound impact of the Agency's Core Four priorities of Safety, Equity, Climate Action, and Economic Prosperity in everyday operations. From enhancing transportation safety to advancing initiatives for equitable access, the report reflects a year of significant achievements and resilience in the face of challenges.

CalSTA Secretary Expresses Thanks to the Changemakers

In a recent “Toks Talks Transportation” blog post, CalSTA Secretary Toks Omishakin expresses gratitude, particularly toward the numerous allies in transportation. He extends his thanks to the eight CalSTA teams, sister agencies, the Newsom administration, the Biden-Harris administration, transportation stakeholders, and all partners whose goals align with theirs. Secretary Omishakin emphasizes the people of California as the primary motivation for their critical work, highlighting them as both the frame of reference and the purpose behind their endeavors.

Safe Streets and Roads for All (SS4A) Funding Opportunity

The U.S. Department of Transportation's Safe Streets and Roads for All (SS4A) Fiscal Year (FY) 2024 Notice of Funding Opportunity (NOFO) is now open for applications. The SS4A program funds regional, local, and Tribal initiatives through grants to prevent deaths and serious injuries on our nation's roads. The FY 2024 NOFO has multiple deadlines, depending on the grant type:

 

  • April 4, 2024, 5 p.m. (EDT): Deadline #1 for Planning and Demonstration Grants.
  • May 16, 2024, 5 p.m. (EDT): Sole deadline for Implementation Grants. Deadline #2 for Planning and Demonstration Grants.
  • August 29, 2024, 5 p.m. (EDT): Deadline #3 for Planning and Demonstration Grants. NOFO closes.

USDOT 'Allies in Action' Hits New Milestone

The U.S. Department of Transportation (USDOT) announced in a press release that two years after the release of the original National Roadway Safety Strategy, the total number of ‘Allies in Action’ surpassed 160 members, including the California State Transportation Agency (CalSTA). Allies in Action members have committed to taking specific, tangible steps to actively reduce the number of deaths and serious injuries on America’s roads and streets, expand the adoption of a Safe System Approach and a Zero Fatalities vision across the nation, and transform how the U.S. thinks about road safety. Allies in Action spans multiple sectors and includes health and safety advocates, the private sector, municipal and law enforcement organizations, and more.


CalSTA actions include incorporating the Safe System Approach in California’s Strategic Highway Safety Plan (SHSP), creating a joint Interagency Transportation Equity Advisory Committee with the California Transportation Commission and Caltrans, and the Go Safely Movement, the OTS’ statewide "call to action" campaign


Other members from California include Alameda-Contra Costa Transit District (AC Transit), Kern Medical Center, Los Angeles County Metropolitan Transportation Authority (LA Metro), Safe Streets Initiative San Diego, San Diego Association of Governments (SANDAG), San Francisco Municipal Transportation Agency (SFMTA), and Southern California Association of Governments (SCAG).

Jessica Chan, Deputy Director of Administrative Services Division

Jessica joined the State of California in 2010, where she held various budget and information technology (IT) positions at the Department of Motor Vehicles (DMV). In fall 2018, she joined the OTS as an IT Specialist and in 2020 was promoted to Deputy Director and CIO where she helped the OTS thrive during the pandemic. In April 2022, Jessica joined the High-Speed Rail Authority (HSR) as the Chief Technology Officer. Her leadership of HSR’s technology efforts helped support the building of the first high-speed rail in the nation. She returns to the OTS and looks forward to leading the team through new regulations and processes to help the OTS meet its mission of saving lives. Jessica earned a bachelor’s degree in finance and economics from California State University, Sacramento, and a master’s in business administration from the University of Phoenix. She has two wonderful children and a supportive husband. In her free time, Jessica coaches her daughter’s softball team, is the team parent for her son’s baseball team, and is on the PTA board for Franklin Elementary School. She is a native of Cotati, Calif., and moved to the Sacramento Region after college. Jessica currently lives in Elk Grove.


What are you looking forward to most in your new role?

I look forward to helping the OTS impact local communities to make roadways safer.


What is your favorite movie or book?

Currently, I like the Jurassic World movies.


One day to unplug. No strings attached. What would that day look like?

Spending the day in the Sequoias, taking in the beauty of the redwood trees.


What or who inspires you?

A few things that inspire me are learning new things, reaching my goals, and solving problems.


Pamela Goldberg, Grant Coordinator, Program Planning and Grant Operations Division

Pamela joins the OTS from the California Public Employees’ Retirement System (CalPERS), where she marketed the CalPERS health benefits program to California public agencies and school employers. Before CalPERS, she was a grant writer responsible for assisting private sector employers in applying for performance-based training reimbursement funds through the state of California’s Employment Training Panel. A Sacramento native, Pamela enjoys traveling and spending quality time with her family. She and her husband are loyal Kings fans and season ticket holders.


What are you looking forward to most in your new role?

Being a part of campaigns that promote and improve the safety of everyone on our California roads.


What is your favorite movie or book?

I love goofy comedies. Some of my laugh-out-loud favorites include Elf, Sister Act, Coming to America and The Big Lebowski.


One day to unplug. No strings attached. What would that day look like?

Roasting a huge turkey and making my famous cranberry sauce, grilled asparagus, baked yams (with marshmallows!) and inviting friends and family to enjoy a meal together. Afterwards, we would play Charades and the losing team would have to do the dishes and the winners would get the leftovers!


What or who inspires you?

Golda Meir. She was one of the first women to serve as a head of state. During her lifetime, she exemplified resilience, unwavering determination, and formidable leadership, leaving a lasting impact on the world.


Sang Le, Application Specialist, Information Technology Division

Sang has been dedicated to serving the State of California for over eight years. She first embarked on her journey with Covered California before transitioning to the OTS, where she made notable contributions to the information technology department. Her efforts were instrumental in the development and administration of the OTS' grant and learning management systems, as well as its websites. After her successful tenure at the OTS, Sang pursued a promotional opportunity at the High-Speed Rail Authority (HSR), where she further honed her skills in Salesforce and contributed significantly to the organization's goals. Sang is married with three children and loves exploring the world and spending time outdoors.


What are you looking forward to most in your new role?

I previously worked at the HSR, a larger department, where I had the opportunity to gain valuable experience and develop my skills in Salesforce. I am excited to bring this knowledge back to the OTS and contribute to enhancing the OTS Grants Electronic Management System.


What is your favorite movie or book? I enjoy watching movie series like The Maze Runner, The Hunger Games and Harry Potter.


One day to unplug. No strings attached. What would that day look like?

I love to snowboard. If there were an option to snowboard year-round, that is what I would do in my free time.


What or who inspires you?

My kids inspire me. They encourage me to become a better person and motivate me to learn new things.

California Safe Speeds Toolkit

UC Berkeley SafeTREC launched the California Safe Speeds Toolkit designed to follow the work of the Zero Traffic Fatality Task Force (ZTFTF). This toolkit is intended to help local jurisdictions across California set safer speed limits that keep all road users in mind by incorporating Safe System principles.


This toolkit consolidates key research on Safe Speeds from the ZTFTF Research Synthesis by the University of California Institute of Transportation Studies, provides details on speed limit setting flexibilities under the existing California framework, highlights select speed limit setting case studies from cities across California, and points local jurisdictions toward next steps in pursuing safe speed limit setting.

AAA Foundation for Traffic Safety Releases New Research

Two new reports were released by the AAA Foundation for Traffic Safety (FTS) that explore countermeasures for distracted driving, and the other provides an understanding of driving behaviors and safety among older drivers.


Countermeasures for Distracted Driving: An Exploration Beyond the Scientific Literature

This report presents a comprehensive review of current efforts by national, state, local, and international organizations at implementing countermeasures to address driver distraction.


AAA Longitudinal Research on Aging Drivers (LongROAD) Data User Guide

This document serves as the data user guide for the 5-year multi-site AAA LongROAD prospective cohort study of 2,990 drivers aged 65–79 at baseline.
