In marathon hearing, rare committee discusses charter school, education overhaul bill
A rarely seen mega-committee comprised of the entire state Senate pored over 133 pages, line by line, of a bill that would overhaul West Virginia’s education system.
For the fourth time in state history, the Senate dissolved into a “Committee of the Whole” on Wednesday to consider an omnibus education bill (Senate Bill 451) that would enable charter schools, education savings accounts, and a flurry of other changes in the state.

W.Va. Senate passes free tuition bill for community colleges
West Virginia residents could attend community and technical college for free under a bill passed by the state Senate for the second straight year.
The bill approved unanimously Wednesday now moves to the House of Delegates, where it stalled a year ago.
Republican Senate President Mitch Carmichael, the bill’s lead sponsor, said he could not predict how the House will act. The GOP controls both chambers.
“If you’re interested in prosperity in West Virginia, this is a ‘yes’ vote as quick as you can make it,”
Carmichael said.

West Virginia students, parents and teachers are faced with a single bill moving through the Legislature that would provide a yet-unspecified amount of new public school funding, but also do much more.

Planned Downtown Wheeling Parking Garage Could Cost $11 Million
The new parking garage structure that the city of Wheeling plans to build downtown may cost about $11 million to construct, according to a draft memorandum of understanding.
City Manager Robert Herron said the city still needs to determine how it will pay for construction costs but confirmed the $11 million figure is accurate, based on recent interviews with architecture and engineering firms. The structure would be built on current parking lots between 1145 Main St. and 1145 Market St. and accompany the rehabilitation of the former Wheeling-Pittsburgh Steel building, located across the street.

Talk of developing Appalachian storage hub for natural gas continues
A storage hub for natural gas remains a hot topic.
The Appalachian storage hub that has been in development over recent years was a big topic of discussion at the 2019 Independent Oil and Gas Association of West Virginia winter meeting in Charleston over the past week.
Independent Oil and Gas Association of West Virginia (IOGAWV) president Brett Loflin said the much-anticipated hub, which would store natural gas liquids underground in a four-state region that includes West Virginia, could be coming sooner rather than later.

New program will help grow women-owned businesses in Pittsburgh
Prototype, a Pittsburgh-based feminist maker space, launched its new Women’s Work small business incubator this week.
Prototype created the incubator program, which is open to local women-owned businesses, through a $50,000 Google grant the company received in June 2018. It’s a piece of Prototype’s efforts to engage 1,000 women and incubate five women-owned companies through the grant funding, said Erin Gatz, a co-founder and CEO of Prototype.
