The Office of Victims Services will be holding the next Pathways for Victim Services Conference on

September 10th – 12th at Kalahari Resorts & Convention Center.

Revised Consolidated Victim Service Program Standards


On February 4, 2025, the Victim Services Advisory Committee approved updates to the OVS Consolidated Standards. The updates affect the following standards:


Court Security:

The VSP in coordination with court personnel assist the victim with safe movement to, from, and within the court facility. The VSP shall work with court personnel to provide a safe waiting area for the victim.

 

Criminal or Juvenile Case Status:

The VSP must provide accurate and timely information to the victim about the status of the case. The VSP shall have a procedure to identify conflicts among the parties.

 

Therapy:

The VSP must have a procedure to regularly assess whether a therapy referral for the victim is appropriate. Documentation of training for clinicians providing alternative therapy/modalities is now required.  

 

Emergency Financial Assistance: State issued identification cards and/or driver’s license replacement cards are now eligible under the Emergency Financial Assistance Standard. VOCA funds continue to be a payor of last resort. The Emergency Financial Assistance Standard outlines the tracking, documentation, and monitoring responsibilities with requests and disbursements.

 

Confidential Communications:

VSP staff will rigorously protect all victim information except where disclosure is required by law or where an informed and valid consent is given by the victim.

 

Use of Technology in the Provision of Services to Victims & Client Data Management Systems:

The standard is retitled to include client data management systems. VSPs are now required to have written policies and procedures regarding staff training, access, use, and management of databases and electronic systems used for client records and data.  


Court Events:

The Court Events Standard incorporates newer legislation and the interface with court activities and victim participation.


Victim Witness Intimidation:

The VSP has responsibilities with intimidation incidents to include notification, safety planning (which may result in relocation), and feedback on actions taken by law enforcement, the District Attorney, and/or the court.

 

Release Transfer and Escape Notification:

This standard recognizes technological advances for storage of offender-victim information and in making victim notifications through PA SAVIN, the OVA Registration Portal, and other relevant databases/systems.

 

All Victim Services Programs who have OVS as their oversight entity will be required to have updated policies and procedures with the aforementioned standards as of April 1, 2025.

ICF Survey


Survey Invitation for Individuals who have Experienced Gun Violence: Spanish Version of Survey is Now Available!


Help PCCD improve services and support for individuals who have experienced gun violence!

In partnership with PCCD, ICF (a research firm) has been gathering insights from service providers and individuals who have experienced gun violence to better understand:

 

  1. Services/support available for individuals who have experienced gun violence;
  2. Gaps in services/support; and
  3. The needs of individuals who have experienced gun violence and the people who support them.


The survey has now been translated to Spanish

 

Please share this survey with anyone who has been impacted by gun violence in anyway. A person who has been:

  • Injured by gun violence;
  • Threatened with an act of gun violence;
  • Witnessed an act of gun violence; or
  • Someone who is a relative, classmate, coworker or other associate of a person who has experienced any of the these.

The online survey takes about 15 minutes to complete.


Survivors will get $20 for taking the survey. The survey closes on February 15, 2025.

VOCA 2025 -2027 Application Announcement


This is a reminder the Victims of Crime Act (VOCA) 2025-2027 Non-Competitive Funding Announcement will close on Friday, February 14, 2025, with applications due in E-grants by 11:59pm. The Funding Announcement can be accessed at PCCD Active Funding Announcements.


This Funding Announcement is only open to existing VOCA subrecipients that are currently receiving the VOCA 2023-2025 Non-Competitive VOCA Funding. Applications are being accepted for Year 1 funding with the project period October 1, 2025 thru September 30, 2025. Year 2 funding will be determined at the Victim Services Advisory Committee (VSAC) meeting in November 2025. A continuation application is required to commence Year 2.

 

Grant application and administrative guides can be accessed on PCCD’s Website under the Funding section. The Egrants Help Desk is available to assist with technical or system questions Monday through Friday until 4:00 PM and may be reached by calling (717) 787-5887 or (800) 692-7292, or by emailing

Statewide Victim Witness Training Project Competitive Solicitation


The Office of Victims’ Services is pleased to announce that it will be accepting applications for the Statewide Victim Witness Training Project Competitive Solicitation starting on Friday, February 14, 2025. Information on the funding announcement will be available on our website at Active Funding Announcements and in Egrants on Friday, February 14, 2025


This project provides basic and advanced training to victim advocates at PCCD funded victim service organizations across the Commonwealth. This project supports multi-day Foundational Academy three times a year for newly hired victim advocates from community and system-based victim service agencies; several advanced topical trainings as determined by a project oversight committee; web-based training courses on the Victims’ Compensation Assistance Program (VCAP); and training and technical assistance to counties in relation to restitution issues that include, but are not limited to ordering of restitution, and amending restitution orders, the collection of restitution due and owing to the Crime Victims’ Services and Compensation (CVSC) Fund.


Additionally, this project will be responsible for organizing and hosting, under PCCD's supervision, the 2027 and 2029, Pathways for Victim Services Conference which is a 3 day in-person event. The conference provides an opportunity for victim service providers and allied professionals to experience national keynote speakers, informative workshops, and the presentation of the Governor's Victim Service Pathfinder Awards.


Applications must be entered into Egrants no later than April 11, 2025, by 11:59PM.

Recordings Of PCCD's Consolidated Standards Are Available On PCCD's YouTube Channel


 

Pennsylvania has long been considered a leader when it comes to the OVS Consolidated Standards in their design to deliver quality services and programming led by skilled advocates and staff. To better inform the field, OVS has launched a series of recordings that walk program staff through each of the standards. These are short recordings, up to thirty (30) minutes in length available on PCCD’s You Tube Channel: PA Commission on Crime & Delinquency (PCCD) - YouTube. Each recording counts toward OVS annual training requirements. Staff may listen to any number of recordings as they are released.

 

The Standards are meant to be a guide for victim service professionals to promote excellent service delivery and to ensure the uniformity of services. The Standards provide the minimum expectations for service provision and ensure professionalism in a wide variety of victim service practices.

  • Funeral & Burial Expenses Clinic - 9:30 a.m. - 10:30 a.m.
  • Crime Scene Cleanup Expenses Clinic - 11:00 a.m. - 12:00 p.m.


The following trainings will be held March 6, 2025.

  • Counseling Expenses Clinic - 1:00 p.m. - 2:00 p.m.
  • Loss of Earnings Clinic - 2:30 p.m. - 3:30 p.m.


The following trainings will be held March 11, 2025.

  • Basic Compensation - 10:00 a.m. - 12:00 p.m.


All trainings count towards 1 hour of the required RASA/VOCA/VOJO training hours, except Basic Compensation which counts towards 2 and DAVE training which counts towards 2.
