NEARING COMPLETION

PROJECT UPDATE

The Oceanside Pier Utilities Replacement Project is nearing completion. Over the next two months, the new equipment and the sewer lift stations will be tested. 

During that time, we will remove the temporarily-placed utilities, construction fencing along the south side of the Pier, and parking lot 29 will reopen.

BACKGROUND

The timber portion of Oceanside’s Municipal Pier was completely rebuilt in 1987 after severe winter storms damaged the structure beyond repair. At that time, it was constructed to include new facilities, such as the Lifeguard tower, the restaurant, and restrooms. To support those facilities, utilities are required. 


The underside of the Pier has water, wastewater, natural gas, electrical, and communication lines for the lifeguard tower, fire hydrants, restrooms, lighting, restaurants, fish cleaning stations, and bait shop. Many of these utilities had achieved 35 years of service in the harsh marine environment.  New sewer lift stations were also added to transport sewage from the Pier restrooms and restaurants and pump it up to meet the larger sewer infrastructure on Pacific Street above.


Parking at Lot 29 on the Strand, north of the Pier, has been closed during the construction. The closure has been needed for the excavation and construction of water and sewer line connection points, meter, backflow, fire suppression appurtenances, construction staging, scaffolding and materials. 


This $6.7M project was assisted with $4M from the historic American Rescue Plan Act (ARPA), which is helping cities across the nation expedite water and infrastructure projects.

PIER VIEW WAY BRIDGE REPLACEMENT PROJECT

Access to the Pier is provided by the white concrete structure known as the Pier View Way Bridge, which also incorporates the City’s Lifeguard Headquarters. This structure was built in 1927 and is showing its age, despite maintenance through the years. On August 23, 2023, the City Council approved the plan to reconstruct the concrete bridge and lifeguard headquarters, including constructing a new lifeguard support facility.
