Drawing on community input, technical studies, and state and regional guidance, the City’s Planning Division is drafting detailed outlines of the various elements of the General Plan. These elements include:

• The Efficient and Compatible Land Use Element (ECLU), promoting a smart growth approach to accommodating future housing and non-residential development
• The Integrated Mobility Element (IM), facilitating a range of convenient, cost-effective, and sustainable transportation options for residents, workers, and visitors
• The Remarkable Community Element (RC), highlighting opportunities to celebrate, preserve, and enhance Oceanside’s unique identity and way of life
• The Healthy and Livable Community Element (HLC), ensuring accessible and high-quality community facilities and services for all Oceansiders
• The Vital and Sustainable Resources Element (VSR), promoting preservation and stewardship of the City’s open space, natural resources, and working lands
• The Safe and Resilient Environment Element (SRE), identifying and mitigating risks associated with natural hazards (e.g., wildfire, flooding, drought)

In October, the Planning Division will host two Open House events affording you the chance to review and comment on these draft outlines, which will highlight potential General Plan goals and policies. Participants will also have an opportunity to share their thoughts on how these goals and policies can be effectively implemented. The Open Houses will feature staffed stations where participants can engaged project team members in one-on-one discussions. Input will inform revisions to the draft goals and policies as well as development of implementing actions. 

On October 11, an Open House focused on the draft outlines of the ECLU, IM, and RC will be held from 6:00 to 8:00 p.m. in the City Council Chambers at City Hall (300 North Coast Hwy). Open House materials will also be posted online, where those unable to attend the in-person event can provide input through an easy-to-use digital engagement platform posted to the project webpage (onwardoceanside.com).

On October 18, an Open House on the draft outlines of the HLC, VSR, and SRE will be held from 6:00 to 8:00 p.m. in the City Council Chambers at City Hall. As with the prior Open House, materials will posted online for those unable to attend, and comment will be solicited through a digital engagement platform.
