The Washington State RUC pilot project was successfully completed at the end of January 2019. The pilot had 2000 drivers from across the state and was conducted for 12 consecutive months. Five different mileage collection approaches were tested, including two approaches that do not require technology, and one utilizing a smart phone app. By the end of the pilot, 68% of the participants preferred RUC over the gas tax. And 61% said they would advise elected officials to move forward with implementing RUC either immediately, or phased in within five to ten years. After over 7 years of RUC research and testing, the Washington State Transportation Commission will issue a final report of findings and recommendations to the Governor, state Legislature , and FHWA in early January 2020.
