The last Quarterly Meeting of 2019 for MBUFA will be held on Friday, December 13, 2019 in the SCAG Offices in Los Angeles, California. Meeting times are confirmed from 9 a.m. PST to 3 p.m. PST.

SCAG Executive Director Kome Ajise has been invited to provide an overview of the latest plans by the largest MPO in the nation for pricing in the Los Angeles area including preparation for the 2028 Olympic Games being held there. In addition, updates will be provided by West Coast states either hosting pilots or programs on their projects and the MBUFA Advisory Council on efforts to keep moving the organization forward on various issues.

Washington State Transportation Commission

The Washington State RUC pilot project was successfully completed at the end of January 2019. The pilot had 2000 drivers from across the state and was conducted for 12 consecutive months. Five different mileage collection approaches were tested, including two approaches that do not require technology, and one utilizing a smart phone app. By the end of the pilot, 68% of the participants preferred RUC over the gas tax. And 61% said they would advise elected officials to move forward with implementing RUC either immediately, or phased in within five to ten years. After over 7 years of RUC research and testing, the Washington State Transportation Commission will issue a final report of findings and recommendations to the Governor, state Legislature , and FHWA in early January 2020. 

Congressman Sam Graves, Ranking Member of the Transportation and Infrastructure Committee, received the 2019 MBUFA Leadership Award from Board Member Anthony Buckley, Washington, DOT on

September 19. Cong. Graves has been a leading voice both in the Transportation and Infrastructure Committee and the Congress on the need to move to a new form of transportation revenue for the nation.

The September Quarterly meeting featured Bob Poole from the Reason Foundation providing his paper on how the nation needs to move from per gallon to per mile. The presentation included a number of graphs depicting the dire need to start moving these alternatives in the near future. Several of the graphs

that Mr. Poole presented showed the serious impact that not addressing this move could make.
