Including Access and Functional Needs in your Emergency Operations Plan

As an emergency unfolds, every moment is crucial. Ensuring your Emergency Operations Plan (EOP) addresses access and functional needs (AFN) is essential. Does your EOP include mobility-impaired evacuation routes? Does it address how to evacuate mobility-impaired individuals if evacuation routes become cluttered or less accessible? What about hearing-impaired individuals who might not hear important messages? In writing about evacuating individuals with AFN, I can't help but think back to two stories from 9/11. In one, Michael Benfante and a coworker carried a woman in a wheelchair down almost 70 flights of stairs to get her out of the North Tower safely. In the second, Abe Zelmanowitz, Ed Beyea, and NYFD Capt. Billy Burke, Jr. perished when Ed, Abe's friend and coworker who was a quadriplegic, couldn't make it through the escape route.

Given the life-threatening potential of both natural and man-made emergencies, EOPs must address AFN requirements. A recent article from CampusSafetyMagazine.com, " Creating Emergency Plans for Students with Disabilities ," discusses such planning, including creating "personal emergency plans." Additionally, the Readiness and Emergency Planning for Schools Technical Assistance Center has an Access & Functional Needs Fact Sheet , as well as specialized training packages that address AFN.
