Organizational Standards Review
CSBG Staff members are currently reviewing Organizational Standards documentation that has been uploaded in CSBGReporter. Now is the time to upload any remaining documentation, that you may have forgotten about. If you need any standards unlocked please email your program contact.

State Accountability Measures Update
The State Accountability Measures are tied to the critical activities required by the CSBG Act and are laid out in the State plan. They are an indication of how efficiently and effectively the State implemented the elements of the State plan, and what impact the State's efforts had on the performance of local eligible entities. These measures apply to the States' interactions with all eligible entities. 

This month we are updating you on Accountability Measures 1Sa (i) and (ii)....The State's Community Services Block Grant State Plan included CSBG specific goals and strategies for State Administration of CSBG and explained specific steps the State took in developing the State plan to involve the eligible entities.

Our office included Technical Assistance and training, monitoring, organizational standards assessment, ACSI survey improvement, and data management goals into this year's State Plan.
In addition, OVCS detailed the round tables and comment periods used during the formulation of this two-year State Plan. OVCS will continue to develop effective ways to solicit and incorporate network feedback into the creation of Virginia's State Plans going forward.
First Quarter Reports
1st Quarter Reports are due on November 15th.The new outcome reports have been emailed to you by your program consultant, these forms are modified versions of your A-10 form from the application. The remaining quarterly report forms are on the website (under guidance/procedures), the instructions are also available on the site.
Data Management Update
The Data Management Taskforce has successfully launched the RFP for Client Databases. The Taskforce has received 11 proposals, and they are currently being reviewed.  Justin Webb of Executive One Consulting is assisting the group with the RFP process. We will send updates as a client tracking system is selected.

Skyline Youth Development Program 
Skyline has been been working on a Youth Job Skills Development Program for the past year. Their goal is to provide work experience opportunities to County youth, currently they can only have one or two youth enrolled in the program as these are paid positions.  Students are not necessarily fast tracked to post- secondary education, but this experience gives students who are at the top in their studies to really think about how important additional training and education is to their future.  They have a pipeline to local high schools and vocational schools for students to participate in the program. So far, Skyline is working with one student in Madison County. Counselors and accounting faculty identify advanced business accounting students who may be on the fence about post -secondary education. Skyline currently offers an advanced accounting student work experience -about 24 hours per month assisting in the finance department. Their current student is doing great and has meshed with the office very well. She was interviewed with other candidates and went through the process of being hired. This student's future includes post- secondary education, although the program has other students that are recommended by Madison County High School faculty whose current plans do not include post-secondary education. There is a wait list in place for students interested in  interviewing next year. Skyline is currently working in Greene county where they hope to have the same process in place for their housing department.
