Dear Neighbors,

Shortly after it erupted in the afternoon, the billowing black smoke emanating from the Loma Fire could be seen from city hall. The fire began on Monday, September 26th in the Santa Cruz Mountains near to the edge of San Jose. It was astonishing how fast it grew. At present, the fire has consumed over 4,000 acres of dry fuel. We're grateful to our own San José Fire Department for their quick response in deploying firefighting units to assist in the battle to contain the wildfire.

San José City College Enters into a Historic Partnership with the African American Community Service Agency

An exciting new community partnership has been established between the African American Community Service Agency (AACSA) and San José City College (SJCC). With this historic partnership, Silicon Valley community members will have an opportunity to enroll in an African American studies course held in the community and earn transferrable college credit through SJCC. AACSA Director Milan Balinton noted that the partnership brings a community college opportunity into the community to address race and culture, and San José City College President Dr. Byron D. Clift Breland commended a new 'tool' that will allow communities to come together and learn about the significant contributions, life experiences, and history of African Americans in Silicon Valley. This fall AACSA will host the African American studies course on Tuesday nights, from 6:00 - 9:00 p.m., beginning August 30. AACSA is located at 304 North Sixth Street at Julian Street in San José. iMentor matches every student in their high schools with a committed college-educated mentor, equipped to guide that young person on their journey to college graduation. It builds rigorous, high-impact mentoring relationships that ensure more students from low-income communities succeed in college.  By partnering with public high schools and matching every student in the school with a mentor, iMentor leverages the community to reimagine the counseling function in schools.

FREE Water-Wise House Call

How efficient is your home water use? Save money, water, and energy with a free water-wise house call from the Santa Clara Valley Water District. Previous participants have lowered their water usage by an average of 30 gallons per day, or 11,000 gallons per year. All Santa Clara County residents are eligible. San José Job Corps Enrolling Now
 
Job Corps is a no-cost residential program administered by the U.S. Department of Labor that offers career technical and academic training with temporary housing to young women and men ages 16 - 24. San José Job Corps supports the mission to teaching eligible young people the skills they need to become employable and independent. Those interested can sign up for a pre-registration meeting and tour of the center, offered weekly, to get first-hand information about life at Job Corp and its benefits. Get Rid of Your Junk for Free
 
Do you have old items you've been meaning to get rid of that don't fit in your garbage or recycling cart? San José residents in single-family homes can now schedule TWO FREE large item collections per year. Each collection includes up to three large items, which will be picked up curbside by your recycling collection company . These include mattresses, sofas, refrigerators, tires, and more.
 
Downtown, north, east, and south San José residents can call California Waste Solutions at (408) 213-7800.
 
West San José residents can call Green Team of San José at (408) 282-4400. Apartment and condominium residents can contact their property manager or Green Team directly.
 
Volunteer as a Literacy Tutor with Reading Partners
 
Make a Difference in Your Community! Reading Partners is a literacy nonprofit that mobilizes community volunteers to provide one-on-one tutoring to struggling elementary student readers.
 
No experience is required! Reading Partners is looking for community volunteers to give just one hour of their time each week to a student at Mt. Pleasant Elementary. Tutors work with the same child each week for a minimum of one semester. Reading Partners also provides an easy-to-follow curriculum that includes all of the books, worksheets, and step-by-step lesson plans to teach an effective lesson. A staff Site Coordinator will be available to support tutors at all times. Volunteers make an enormous impact: on average, students double their rate of learning while enrolled in the program.

Temporary Closure of Water Areas of Almaden Lake and Lake Cunningham
 
Because of elevated levels of cyanobacteria, a toxic blue-green algae recently found at Almaden Lake and Lake Cunningham parks in San José, both lake areas have been closed to all water activities. While the blue-green algae potentially can cause skin irritation and gastrointestinal issues in humans, it can be fatal for dogs. Pet owners are highly encouraged to keep their pets away from the water areas at these parks. Although the water areas will remain closed and off-limits until further notice, both parks will remain open.
 
All bodies of water naturally contain bacteria, and the California Department of Health Services has issued health guidelines for freshwater beaches. The City conducts regular bacteria testing of its recreational water features in San José parks, and under state guidelines water activities are closed to the public when testing indicates bacteria counts exceed recommended levels. Swimming already is not allowed at either park, but recreational fishing, boating, and San José State University classes will be affected. New Issue of "SJPL Bound" Now Available
 
The fall edition SJPL Bound, the San José Public Library's official event guide, has just been released. Titled "Fall into a New Library," the new issue covers library events and news from October through December and features new services and programs that were introduced this summer. These include TeenHQ, Library Card Design Contest, improved self-checkout machines, Citizenship Corners, and the activation of homework centers at several branch locations. Wanted: Big Ideas to Create a World-Class Park in San José
 
The Department of Parks, Recreation and Neighborhood Services (PRNS) is excited to begin the Greenprint Update, the plan that guides San José's development of parks, trails, and recreation facilities. The effort considers and looks to reflect San José's growing leadership and influence in the region, state and the nation. Staff estimate the update will take approximately 18 months and will include public input through community meetings as well as Mapita, a community engagement tool and online interactive mapping survey .

San José Hosting Meeting to Discuss Potential Modifications to the Affordable Housing Impact Fee Program

When the City Council approved the AHIF program, they also directed staff to analyze and report on issues and concerns related to imposing the Fee on three different types of developments that include:
  • Developments of 19 or less units;
  • Mixed-use (combination of residential and non-residential) projects; and
  • Assisted living/memory care facilities for seniors.
The analysis is nearly complete and the Housing Department is hosting a community meeting to discuss the results of the analysis and the initial draft recommendations.  To obtain detailed information on the Affordable Housing Impact Fee Program, please visit the City  website.
