Village Green Renovations are Complete!
A Message from Village President, Susan Sanabria

The renovation project at Village Green has come to a conclusion with the installation of the new park pavilion and painting of the tennis/pickleball courts. Thank you to everyone for your patience during the project, and I would like to particularly acknowledge those who helped make the project possible: the residents who gave their feedback during the initial park survey, those who attended the planning workshop in September 2015, the various contractors and professionals, the Village Board and Parks & Facilities Committee and Village staff. It truly took a Village! We will have a brief ribbon-cutting ceremony at the pavilion on Thursday, October 12 at 5 p.m. (before the Village Board meeting). As we look forward to maintaining and making continuous improvements, please share any questions or concerns you have to info@windpoint.org .

Park Memorials Available
Residents who are interested in honoring a special person or occasion can do so by having a commemorative plaque installed on a new park amenity, such as a picnic table or bench. For more information, view the Amenity Memorial Brochure .
Lighthouse Fundraiser Night at Mario's Restaurant on Oct. 10th
Wind Point Living Magazine and Mario's Restaurant (2322 Lathrop Ave.) are partnering together for a special fundraising event where 30% of all proceeds will benefit Wind Point Lighthouse Preservation efforts! This includes all food and beverages purchased between 4-9 p.m. on Tuesday, October 10.

Residents are invited to participate, enjoy great food with neighbors and ultimately help keep our Wind Point Lighthouse beautiful. When you arrive at the restaurant, please inform the staff you are from Wind Point for the 30% allocation! If you have any questions about this special Wind Point event, please reach out to: gary.smith@n2pub.com

Final Open Tower Day of the Year
The last chance to take a tour at an "Open Tower Day" this year is today, October 1! It is also an opportunity to meet the new Lighthouse Keepers, Joseph and Mary Ann Huser. Tours take place every half hour between 9 a.m. and 3 p.m. The tours taking place at the top of the hour are nearly sold out but walk-ups are welcome for tours taking place at the bottom of the hour.    Admission for tours are $10 for ages 12 & over and $5 for ages 6-12. For safety reasons, children under 6 are not permitted. Cash and credit/debit cards are accepted.

Unique lighthouse and Racine-themed gifts are available for sale in the fog horn building on tower tour days. All proceeds from tower tour admissions and a percentage of gift sales go toward lighthouse maintenance costs!
Village Requests Well Information
The Village of Wind Point is requesting the help of property owners to verify the status of a well on their property. Please click here to view the Well Status Report and review the information regarding whether a well exists or is abandoned on the property . The report is organized by street name in alphabetical order. There are currently 103 properties with unconfirmed status of a well on their property. To verify the status or to report an inaccuracy, please contact our office at info@windpoint.org or 262-639-3524.

This information is important for ensuring compliance with DNR well regulations. All wells located in the Village are required to either be permitted or properly abandoned. Well permits are issued by the Village Office and are valid for a five-year period. To help streamline the permitting process, all well permit expiration dates have been changed to June 30 of the expiration year (or the following year if the expiration date was after June 30). As an alternative to obtaining the well permit, residents can have their well abandoned by having it capped by a licensed pump service provider. When the work is completed, the technician should file the DNR abandonment form with the DNR and submit a copy of that form to the Village within 45 days.
Wind Point Living Magazine Hosts Halloween Family Magic Show on October 28
Wind Point Living Magazine will host its annual Wind Point Halloween Family Magic Show on Saturday, October 28 from 2-3:30 p.m. This year's event will take place at the Meadowbrook Country Club (2149 N. Green Bay Rd.). There is no cost to attend this event. Pumpkin decorating, balloon animals, and games will precede a live magic show performed by DJ Ehlert. Various snacks, pizza, sweet treats, and fresh iced tea will be provided by Trattoria di Carlo. If you and your family would like to attend, please RSVP to gary.smith@n2pub.com . Space is limited so make sure to reserve your spaces quickly for another outstanding family-friendly party. Make sure you wear your Halloween costume!
Trick-or-Treat on Sunday, October 29
Trick-or-treating in Wind Point will take place on Sunday, October 29 from 4 to 7 p.m. (which is the same time as Racine). Motorists please be extra cautious on the roads at these times. Have a safe and Happy Halloween!
Lighthouse Beach Green Infrastructure
Project Updates
The green infrastructure project at the Wind Point Lighthouse Beach is currently in progress. Last month, Vassh Excavating completed the construction/excavation components of the project, which included removing invasive plantings, installing revetment stone and sand, building a limestone pathway and laying cordwalks. For the landscaping portion of the project, Milaeger's will be installing dune grasses and native plantings that will make up the butterfly garden area along the south lawn area. The project is funded by an Environment Protection Agency (EPA) grant in the amount of $122,691. The improvements were recommended in the Beach Water Quality Report 2010-2012 produced by the Racine Health Department. The report identified opportunities to improve stormwater quality near the beach, enhance aesthetics and increase public access. For more information, click here .
Household Hazardous Waste Drop-off
The final household hazardous waste drop-off date of the year will be on Saturday, October 21 from 8 a.m. to 1 p.m. The drop-off site is located at 6200 21st Street, Racine, WI (Just west of Hwy 31 and North of the old Sam's Club). Items that are accepted for disposal include fluorescent light bulbs/compact bulbs (CFLs), solvent-based cleaners, oil-based paints, paint stripper/remover, varnish, gasoline/fuels, thermometers with mercury, weed killer and lighter fluid. To view a full list of what type of items are collected,  click here . Take advantage of this program to help keep hazardous wastes out of our rivers and streams! The service is funded by property taxes - each household in Wind Point pays approximately $4 per year to participate.
Change of Water Customer Notifications
Are you new to the Village or planning a move? Please be sure to contact our office at 262- 639-3524 or info@windpoint.org and notify us of a change in customer information on your water utility account. If we are not notified, the bills will continue to be sent to the individual listed on the account. Remember to also contact the Caledonia Utility District at 262-681-3900 to update the sanitary sewer account.
Reminder to Obtain Permits for Home Projects
The Village enforces building and zoning codes to protect the safety of residents and to ensure that work meets national, state and local standards. We strongly encourage homeowners to contact Village staff during the early planning stages of a project to determine the code and permit requirements.

Permits are required for a wide variety of home improvement and maintenance projects, including (but not limited to) additions, decks, driveway resurfacing, patios, roofs, siding, windows (new or changing size), remodeling, cabinetry, garages, sheds, new or replacement plumbing fixtures, electrical work, new or replacement furnace, boiler or air conditioner or work in the public right-of-way. Conditional use permits are also usually required for improvements near the shoreline. Contact the Village Office at 262-639-3524 or  info@windpoint.org  for permit information. Please note the permit fees are doubled if work is started before a permit is obtained.
Village Board Updates
The Village Board of Trustees met for a regular meeting on September 14, 2017. The following actions took place at the meeting:

  • Approved proceeding with Request for Qualifications process for Village engineering services.
  • Approved Resolution 17-R07 authorizing staff to submit an urban forestry grant application.
  • Heard an update on the 2018 budget process.
  • Heard an update on a potential amendment to the sex offender residency ordinance.
  • Resolved a billing matter regarding Village Green engineering services.
  • Approved updates to the lighthouse keepers' quarters as proposed by the new keepers, subject to approval from the plumbing inspector.

The next regular meeting is scheduled for Thursday, October 12 at 5:30 p.m. at the Village Hall (lighthouse).
