Public Health COVID-19 orders require wearing a mask in indoor public spaces. Prior to attending, please self-assess to ensure you are healthy and do not attend if you are ill. Residents of Lantzville are invited to provide feedback on the potential of reducing the speed limit to 30 km/h on Dickinson Road (currently 50 km/h). Council does not receive anonymous submissions. Submissions will become part of the public record and must be received by 4:00 pm, Monday, October 18, 2021, labelled re: 'Dickinson Road Speed Limit'

At a future District Community Safety Standing Committee meeting, the Committee will consider:

-the 2022 Financial Plan includes upgrading Dickinson Road (including adding a sidewalk) and development of a Roads Master Plan (including recommended speed limits for specified roads)

-developer provided traffic calming measures will be constructed in the last section of Lantzville Road before the Nanaimo boundary, in the next six months.

This is for the Committee’s consideration of whether to propose a recommendation for Council decision.

This year’s fireworks display put on by the Lantzville Volunteer Firefighters Association (funded by the District of Lantzville) will be held on the water between Sebastion beach and Oar Road. The fireworks will be visible from most locations in Lantzville with a view of the ocean. The fireworks will start at 8:00 pm on Sunday, October 31st. Pick out a good spot either at the beach or from somewhere in town with a good vantage point of the ocean and enjoy the show! Remember: Open fires are prohibited on all beaches at any time of the year; only portable propane campfire apparatus (CSA or ULC approved) are permitted between the hours of 11:00 am to 8:00 pm. The primary function of Fire Rescue is the safety of the community - they do not want to expose anyone to unnecessary risks. Please follow the Public Health Officer’s advice and safely enjoy Halloween!

Small campfires used for cooking, heating or ceremonial purposes are allowed (except on beaches) subject to conditions. NO OPEN FIRES ARE PERMITTED ON ANY BEACH AT ANY TIME OF THE YEAR; only portable propane campfire apparatus (CSA or ULC approved) are permitted on the beach between the hours of 11:00 am to 8:00 pm from October 15, 2021 to April 15, 2022. Open Air and Incinerator fires are permitted subject to Bylaw No. 185 regulations (e.g. maximum size: 1.2 m High x 1.8 m Diameter) and the Ventilation Index, and provided that every reasonable alternative for reducing, reusing or recycling debris has been pursued to minimize the amount of debris to be open burned. No prohibited materials may be burned (e.g. no demolition waste, household waste, treated lumber, etc.). NO LANDCLEARING FIRES ARE PERMITTED AT ANY TIME OF THE YEAR except registered burns on ALR lands October 15th to November 15th.

Effective October 1st sprinkling is permitted on any day between the hours of 7:00 pm and 7:00 am. Visit www.lantzville.ca for Stage 1 watering restriction details. Vegetable gardens and fruit trees are exempt from all watering restrictions. Conservation by those with private wells is also encouraged because water is a shared resource.

Concerns about speeding or traffic safety? Who do you call? It is recommended that all concerns, and related instances of non-compliance with posted speed signs be reported to the Nanaimo RCMP non-emergency number 250.754.2345 providing the street and nearest cross street address. Whenever possible, also provide the vehicle licence plate number and a description of the speeding vehicle. Statistically, the individual reports from Lantzville residents to the RCMP are important as they will assist with the allocation of additional “Speed Watch” patrols in the areas that are experiencing high incidents of speeding, specifically the areas where children are required to walk.

Please call the Nanaimo RCMP direct (250.754.2345) to report speeding or criminal issues OR email district@lantzville.ca regarding other community safety issues providing name, civic address and concern. District staff will consider traffic calming measures available to address traffic safety concerns. If your concern could not be resolved with the Chief Administrative Officer, you can email district@lantzville.ca, addressed to the attention of Council, and staff will distribute it to all members of Council.

The District’s fire hydrants are scheduled for annual maintenance starting Tuesday, October 12th for a three-week period. Discolouration of water may result and, while this should not affect the quality of the drinking water, we recommend that laundry be done on weekends or evenings.

An encroachment is where a property owner uses District-owned property (includes road rights of way) without authorization. Council motions in July prioritized removing encroachments in road rights of way (including rocks, hedges, bushes and tree branches), to facilitate improving access, parking and safety on beach road ends (Sebastion, Peterson, Venture and where Oar, Myron, Lavender, and Jacks Roads access Dickinson Road). Unauthorized items placed on or growing into District-owned property, not removed by the property owner, will be removed by the District.

The ‘do not encroach on District land without authorization rule’ applies in all areas of Lantzville. Encroachments could be the extension of a yard, storage of materials on public land or even construction of a house or outbuildings on District land. Review your property boundary, ensure your landscaping and structures do not encroach, and contact Planning and Community Services if you have any questions.

On September 22, 2021, Council gave first and second readings to Official Community Plan Amendment (Village South Special Area Plan) Bylaw No. 283, 2021 for a Special Area Plan (SAP) for three parcels of land at 7220 Ware Road, 6855 Wiles Road and 7133 Lantzville Road, supporting a variety of commercial and residential land uses. All new development in this SAP will be required to include abundant green space and open space, walking and cycling connections, innovative site and building design, and the provision of a range of housing forms and tenures. The proposal includes 22% public land, parks and greenways.

The September 22nd Council meeting adjourned with the motion on the floor to give first two readings to Zoning Bylaw No. 180, 2020, Amendment (Village South Special Area Plan Zone) Bylaw No. 284, 2021, and will be considered at the October 6, 2021 Council meeting.

After the applicant information session and Council consideration of the financial analysis and the Phased Development Agreement, Council will hold a public hearing on the application before considering third reading and adoption.

The public hearing is the community’s opportunity to provide input to Council on the application. The public hearing is anticipated to be held later this fall or winter.

We appreciate and look forward to your participation when a public hearing is scheduled; the 'Notice of Public Hearing' will provide the information required by the public on how and when to make representations to Council respecting matters contained in the proposed bylaws.

The OCP purposely requires that an OCP amendment be undertaken to complete detailed planning for Special Planning Areas. This proposed development is in the Village South Special Planning Area and the OCP includes many policies that specify how the proposed OCP amendment is to be evaluated and what types of land uses are to be supported. Land uses supported in the Village Core include commercial and retail development, patio homes, town homes, limited apartments and mixed-use residential near commercial development, assisted living facilities, and enhanced transit.

If approved by Council, the Village development will happen in stages over a number of decades, subject to the developer's timeline.

The School District has reviewed the application and informed the District that the proposed development, once fully built out, may require the addition of portables at Seaview Elementary School. The District is in regular communication with SD68 about long-term school planning.
