MHBA and UDI meet with Mayor Gillingham | |
On July 19, MHBA and UDI MB met with Winnipeg Mayor Scott Gillingham.
Topics discussed with Mayor Gillingham included improving the City of Winnipeg’s development permit application process, the permit reserve fund, and the 2024 city budget.
The MHBA and UDI thank Mayor Gillingham for meeting with us to discuss these topics important to Winnipeg’s residential construction and land development industries.

Issue Updates:
2023 Provincial Election Update
In June 2023, the MHBA and UDI Board of Directors jointly hosted meetings with Premier Heather Stefanson and Leader of the Opposition Wab Kinew to discuss issues important to our industries in advance of the upcoming 2023 provincial election. Growing Manitoba’s economy, improving the affordability of housing, improving service levels at Manitoba Hydro, increasing immigration, addressing crime, and making Manitoba’s tax regime more competitive were just a few of the topics discussed during our meetings with the party leaders.
Earlier in September, the MHBA wrote each of Manitoba’s three main party leaders – Premier Heather Stefanson, Wab Kinew, and Dougald Lamont –to provide them information on the residential construction industry and to highlight the top issues facing our industry. The MHBA, along with 9 other leading Manitoba industry and business associations, jointly hosted a “Growing the Economy” Provincial Leaders Debate on September 12. The event was well attended and drew significant media coverage.
Throughout the 2023 election campaign, the MHBA has provided members with updates on the election promises made by Manitoba’s main political parties and other campaign news through our e-newsletter. You can find our final election update in the “Industry News” section of today’s e-newsletter.
Manitoba Hydro
The MHBA has continued to meet with and work with Manitoba Hydro over the summer months to identify ways to improve the timeline for underground servicing to new homes and improving the timeframe for completing locates. Manitoba Hydro continues to meet with the MHBA as part of its Customer Journey Optimization process which has been identified as a priority item by Manitoba Hydro’s board and executive management team.
2020 Code Adoption & Implementation
The Manitoba government has announced that effective January 1, 2024, Manitoba will be adopting and enforcing the 2020 editions of the national model building, plumbing, energy and fire codes published by the National Research Council. Permitting and inspections authorities responsible for adopting and enforcing the Manitoba Building Code, Manitoba Plumbing Code and Manitoba Energy Code for Buildings will be required to approve building and plumbing permits based on the 2020 national model codes starting January 1, 2024. Inspections based on permits approved before January 1, 2024, must ensure compliance with approved plans based on the previous codes.
The MHBA’s Technical Research Committee worked closely with provincial officials and our recommendations on the 2020 Model Code adoption and implementation are reflected in the province’s announcement.
The 2020 editions of the national codes have numerous updates, including:
National Building Code 2020
- Technical requirements for large farm buildings are added, which address fire protection, occupant safety, structural design and heating, ventilating and air-conditioning.
- Encapsulated mass timber construction is introduced, enabling the construction of wood buildings with up to 12 storeys.
- Accessibility requirements are updated to reduce barriers related to anthropometrics, plumbing facilities, signage, entrances and elevators.
- Design requirements for evaporative equipment are revised to minimize the growth and transmission of Legionella and other bacteria.
- A home-type care occupancy is introduced to allow safe and affordable care in a home-type setting.
- Energy performance tiers are established to provide a framework for achieving higher levels of energy efficiency in housing and small buildings. Manitoba is initially adopting the baseline Tier 1 and is working with the federal government to develop a road map and build capacity in Manitoba for higher tier adoption in the future.
National Plumbing Code 2020
- Fibrocement pipe and fittings are included as alternatives to asbestos-cement materials, which were removed from the National Plumbing Code 2015 as an interim change.
- Other new plumbing materials are added as options, including polyethylene of raised temperature (PE-RT) tube, cellular core polyvinyl chloride (PVC) pipe and their fittings.
- The maximum temperature for water discharging from shower heads or into bathtubs is reduced in health-care facilities and seniors' residences to prevent scalding.
- Gate valves and screw caps, which require manual intervention, are removed as options for backflow protection to reduce the risk of basement flooding.
- Design requirements for non-potable rainwater harvesting systems are introduced to facilitate the collection and use of rainwater.
National Energy Code for Buildings 2020
- The application of the Code is extended to cover alterations, such as tenant improvements, to buildings originally constructed in accordance with the National Energy Code for Buildings.
- Maximum overall thermal transmittance values for opaque building assemblies and fenestration are reduced to improve the thermal performance of the building envelope.
- Whole-building airtightness testing is introduced as an option for complying with air leakage requirements.
- Lighting power densities are updated to reflect improvements in the efficacy of lighting products.
- Performance requirements for heating, ventilating and air-conditioning (HVAC) and service water heating equipment are updated to align them with relevant standards and regulations.
- The trade-off compliance paths for HVAC and service water systems, which were complex and not widely used, are removed.
- A new compliance path with four energy performance tiers is introduced to provide a framework for achieving higher levels of energy efficiency in buildings.
National Fire Code 2020
- Technical requirements for large farm buildings are added, which address the inspection of mechanical equipment and electrical systems, the control of flammable gases and vapours, and the storage of flammable or combustible liquids.
- Fire safety plan requirements are consolidated to facilitate compliance and enforcement.
- Classifications are established for five widely used water-miscible liquid mixtures to ensure that appropriate fire safety measures are applied in their storage, handling, use and processing.
- Measures are included to address fire safety during the construction of encapsulated mass timber buildings.
The MHBA will be working with the provincial government to schedule information and training sessions for members well prior to the January 1, 2024 implementation date to help our members prepare for these changes.
City of Winnipeg Building Permits/Inspections
The MHBA continues to meet regularly with the City of Winnipeg’s residential permits and inspection administrators regarding permit timelines and inspection issues. In addition to participating in our Technical Research Committee and Renovator Council meetings, P&D officials are in regular contact with the MHBA to provide updates on staffing levels and any other issues that may impact inspections and permits. The MHBA continues to participate on the PP&D Industry Advisory Group, providing feedback and information on behalf of the residential construction sector. Topics of discussion include issues arising from the City splitting the development permit and building permit application processes, harmonizing the PDCH certification form for engineers, and advocating for changes in the City’s Budget to properly fund the department through permit and inspection fees paid by builders.
City of Winnipeg Development Permits
UDI and MHBA representatives continue to meet with City of Winnipeg officials to improve both intake and approval timeframes for development permits. Since November 2022, we have worked closely with the public administration to identify and help resolve development permit application issues to help improve timelines for approvals and to clarify and streamline the application process. Updates from the department have been provided to our Technical Research Council and Renovator Council in September on steps to help address ongoing issues and concerns.
Consistency with Code Interpretations
The MHBA continues to work with the Province of Manitoba, the City of Winnipeg, the Red River Planning District, and other municipalities to achieve greater consistency and shared understanding of code interpretations to help streamline the inspections process. The MHBA’s Technical Research Committee continues to work collaboratively with regulators to help address and minimize areas of misunderstanding on inconsistent applications regarding code compliance.
Prompt Payment Legislation Passed in Manitoba
This May, the Manitoba Government passed Bill 38 – The Builders’ Liens Amendment Act (Prompt Payment), introducing a prompt payment scheme in our province. The MHBA has been asked to participate over the summer in the Minister’s Advisory Committee on Prompt Payment. The legislation is required to be reviewed within two years to provide industry feedback on the implementation of the prompt payment provisions.

- Provide $8.8 million over four years toward new Winnipeg Transit routes in Aurora, Castlebury Meadows, Waterford Green, and Prairie Point – September 28
- Invest $1 million annually to expand the Winnipeg Police Service property crime unit and increase their capacity to respond to property crime reports – September 26
- Establish a $16 million skills training and recruitment fund to support the most in-demand industries, including construction, to help address Manitoba’s labour shortage – September 14

Updates to Infill Housing Construction - Information Bulletin | |
“Infill housing construction” refers to construction on residential sites located in established neighbourhoods, either on existing vacant lots or with the demolition of an existing structure to accommodate the construction of a new structure. This includes single detached houses, semi-detached houses, duplexes as well as multi-unit residential complexes. Due to the proximity of infill construction sites to existing properties and structures, neighbouring properties may be impacted.
The Infill Housing Construction Information Bulletin was updated earlier this month and posted to the Information Bulletins webpage as bulletin number 2023-006-B/Z.

New Manitoba Building Code | |
The Province will adopt the new Manitoba Building Code (MBC) effective January 1, 2024, i.e. the 2020 National Building Code of Canada with Manitoba amendments, Regulation 78/2023.
The City will refer to this as the 2024 Manitoba Building Code (9th Edition), which will apply to all building permit applications submitted January 1, 2024 or later.

Meeting the 5 Tiers of Performance in Canada's National Building Code (NBC 2020) FREE Webinar | |

Major changes are coming to the National Building Code of Canada (NBC 2020), especially with respect to the Energy Efficiency section (9.36) and the proposed Tiers of Performance. Adoption is planned for most jurisdictions across the country in 2024 and builders need to be prepared to find the most cost-effective ways to meet the Tiers. In this webinar presented by Gord Cooke, president of Building Knowledge Canada, attendees will understand the new code changes in NBC 2020, learn more about the 5 Tiers of Performance in the Energy Efficiency section (9.36) and discuss methods for meeting the Tiers.

Canadian Board for Harmonized Construction Codes | |
The Canadian Board for Harmonized Construction Codes (CBHCC) is excited to announce the launch of its new website.
Visitors to the site can learn more about Canada’s National Model Codes and how they’re developed, submit a code change request, and find information about upcoming meetings of the CBHCC and its code development committees.
In the future, the site will host public reviews where stakeholders can provide their input on proposed code changes and seminars highlighting significant code changes.

Manitoba on track to water down building codes: critics
The head of the Manitoba Home Builders’ Association said starting at Tier 1 wouldn’t change what builders here do now, and it would put the prairie provinces in alignment.

In advance of receiving your 2023-2024 MHBA membership renewal invoice in the coming weeks, please be advised that we are currently updating the online membership portal on the MHBA website. Further information regarding the MHBA’s new and improved online membership portal will be provided to you via email in September & October.
As a result of the timing of the upgrades, you will be unable to log into your membership portal via our website and make any changes or updates at this time.

This will also impact the option for online payment of your membership renewal dues. If you would like to pay via Credit Card, please call the office at 204-925-2560 to make payment. Membership renewal invoices will be sent out the first week of August, but they will be dated for September 1, 2023.

The MHBA has been asked by the City of Winnipeg’s Water Services to provide the following reminder to our members:
Before a water meter installation appointment can be scheduled, a contact phone number is required. Please provide Water Services with a phone number where you can be reached during the day, evening or weekend.
To ensure customer’s and employee’s safety during the pandemic, you will receive a phone call, approximately 1 day prior to the appointment date, to ask you questions related to COVID-19. If the City is unable to reach you at the phone number you provide, your appointment will be cancelled.
When you respond to this email with a phone number, your appointment will be scheduled.

As a result of the Manitoba Construction Industry Job Fair on April 18, Manitoba Construction Sector Council (MCSC) now has a database of over 400 job seekers. This includes but is not limited to drywallers, concrete finishers, project managers, retired company owners and construction labourers.

MCSC - English for Construction Purposes Survey | |
The Manitoba Construction Sector Council is looking for your feedback to help in the development of their new course 'English for Construction Purposes'. Filling out this survey will allow MCSC and their curriculum developer to find where the gaps are with newcomers in the industry and focus on those to develop this course. The course is geared towards construction terminology, construction safety, culture etc.

City of Winnipeg: Request for Meter Install & Exchange Webform Submission |
The City of Winnipeg has provided the MHBA with infographic instructions to help our members navigate their online Water Meter Installation request form. City administration have indicated that their response times to requests received via the online form are significantly faster than email requests.

QR code safety documents tips & tricks for trades and contractors | |
The MHBA's Workplace Safety & Health Committee has put together a few tips for builders to pass along to their contractors and trades regarding using QR codes to link workers to safety documents.
- If it is a report form, such as a hazard assessment, inspection or incident report, make sure that a button is checked that allows the form to be either emailed back to sender (cc’d) or saved to the sender’s phone. If it is a larger crew, the sender in that crew should ensure that it is sent to the rest of the crew. If the sender does not share the form with crew members and is away from the site when the inspector comes by asking to see the form, it will result in a fail (no form on site).
- QR codes can be saved as a favorite on the user’s phone home screen (recommended). Now users don’t have the excuse of not being able to find a code in a house.

Many forms and builder apps allow pdf docs to be downloaded. This is where you can include procedures or the company safety program. Test this in office first to make sure that it can be loaded in the field.
- Safety Meeting minutes and tool box talks can be made available this way as well so this can satisfy some COR requirements for communications.
- The other advantage of a safety manual done digitally is that updates are instant: start by scanning the manual into a single pdf and post that. Going forward you can edit out the required pages.
