NOTE FROM THE CHAIRMAN

Fall is officially here as we flip the calendar to October and begin a new month and fiscal season. Preparing the County's annual budget is the most important priority of our County Board and I'm proud of the recently passed balanced budget!

Key aspects of the balanced budget include:

• Levy decrease to General Fund in order to allocate more resources to the Highway Department and River Bluff Health & Rehabilitation

• Improved revenue from multiple sources such as Sales Taxes and State Income Tax

• Contracted and Non-Union Salary Increases

• 24 New positions (including six Corrections Officers, Security Director, 911 Training Coordinator, four Assistant State’s Attorneys, three Assistant Public Defenders, Public Defender Investigator, Chief Operating Officer and Highway Mechanic)

• $12.5 million budgeted for FY24 Capital Improvement Plan in addition to other funds from carryover and the Public Safety Sales Tax

It’s imperative that we provide the funding needed to not only maintain, but improve our essential services for Winnebago County residents. I am confident in the projected fiscal year budget to avoid a deficit moving forward, and I commend our Finance Department and others who worked diligently during this budget approval process!

Sincerely,

Joseph V. Chiarelli

Winnebago County Board Chairman

News & Announcements

Suicide Prevention Month

Chairman Chiarelli was able to issue a proclamation declaring the month of September as Suicide Prevention Month in Winnebago County and presented it to Marshmallow's HOPE, a nonprofit fighting to break the stigma that surrounds mental illness and suicide. Additionally, Coroner Jennifer Muraski was able to serve as one of the keynote speakers at the annual fundraiser for Shatter Our Silence, a local nonprofit that raises awareness and educates people about the factors that lead to suicide in young adults. Winnebago County is proud to support those working to prevent suicide and the families impacted.

Thanking Our Workforce

Several Winnebago County Departments, including the Winnebago County Sheriff's Office, had the opportunity to participate in this year's Rockford Labor Day Parade alongside family and staff. Thank you to Rockford United Labor for hosting yet another spectacular Labor Day Parade to recognize all our of workers in construction, transportation, manufacturing, trades, infrastructure, public safety and so much more. We are already looking forward to next year's parade!

Board Member Initiatives

Recently Chairman Chiarelli and Winnebago County Board Members Michael Thompson, Paul Arena and John Butitta were able to meet with members of the Society of St. Vincent de Paul - Rockford Council to make a donation of $3,750 to support individuals in our community struggling to make ends meet. Every year, Board Members may utilize a portion of the county's remaining host-fee fund balance to donate to a local nonprofit or charity of their choosing. The Society of St. Vincent de Paul is a 501c3 nonprofit organization. Every day, SVdP volunteers work with local families to provide emergency food, help keep the lights on and avoid eviction.

Pre-Trial Fairness Education

On behalf of the Chairman’s Office of Criminal Justice Initiatives and the Public Safety & Judiciary Committee of the Winnebago County Board, there was a Pre-Trial Fairness Act Panel Discussion held at Veterans Memorial Hall. State's Attorney J. Hanley, Sheriff Gary Caruana, Public Defender Nick Zimmerman, Chief Deputy Circuit Clerk Tom Lawson, Chief Judge John Lowry, Chairman Joe Chiarelli and Board Member Brad Lindmark were all present to answer questions and explain to the public how this legislation impacts our court system, criminal justice initiatives and our community. Thank you to all who attended and to our leaders who have worked tirelessly to ensure proper implementation!

Domestic Violence Awareness

The month of October marks Domestic Violence Awareness Month, and the 17th Judicial Circuit Court Family Violence Coordinating Council has several events planned throughout this month to raise awareness. The 17th Circuit was recently recognized nationally for its efforts to address domestic violence in our community. The Winnebago County Domestic Violence Coordinated Court is now a national Domestic Violence Mentor Court! The 17th Circuit is one of only five courts in the country to receive this designation, and is considered a national model for its effective practices in responding to DV cases. The $150,000 award will allow the DVCC to continue their great work and guide other courts working to improve their response to DV cases in their communities.

Protecting Our Seniors

River Bluff Health & Rehabilitation recently hosted a free seminar for seniors to educate the public and offer tips on how to better protect themselves against financial fraud. Thank you to Deputy Timothy Coomer and Deputy Patrick Hastings of the Winnebago County Sheriff's Office for speaking at the Shield Yourself from Scammers event to educate one of our most vulnerable populations when it comes to these types of scams. We appreciate their safety tips and expertise, thanks to all who attended! To learn more about River Bluff and other upcoming events, check out the new website at riverbluffhealth.com.
