New Research Highlights Opportunities for ADUs

In partnership with the City of Cleveland Heights, County Planning conducted research related to Accessory Dwelling Units (ADUs)—secondary structures such as a converted garage or a carriage house that add a dwelling unit on a lot with an existing home. The research points out benefits, best practices, zoning and policy considerations, and potential concerns. While this is a tool tailored to the City of Cleveland Heights, it is designed as a best practice guide for other municipalities considering ADUs. 


Currently, Cleveland Heights is collaborating with County Planning to draft updated zoning based on the previously completed research to allow ADUs in residential areas. This includes a series of updates—including new and modified definitions, as well as new regulatory guidelines for the location, construction, and approval of ADUs. 


While these efforts are underway, the City was awarded funds from AARP to host a design competition with the end goal of having pre-approved ADU designs to make constructing an ADU easier. These pre-approved designs will be seamlessly integrated into the City's zoning code and updated ADU language in early 2025.

Bike-with-a-Mayor Has Another Successful Year

Bike-with-a-Mayor is an initiative of the Cuyahoga Greenway Partners, and is coordinated by County Planning to raise citizen awareness of the Cuyahoga Greenways Plan and to inform people of trail and bikeway project opportunities in their communities. It's also a way for mayors and city council members to engage with their residents and showcase other projects, developments, or initiatives of interest in their communities. 

 

Each Bike-with-a-Mayor event is coordinated by a community's mayor and his or her support staff, and County Planning and Bike Cleveland provide assistance and resources. Rides are casual and easy, typically ranging from three to five miles with minimal elevation change and lasting an hour or less.  

 

Mayor David Weiss of Shaker Heights, who hosted a ride highlighting upcoming changes to the Van Aken Boulevard and Lee Road corridors said, "Bike-with-a-Mayor provides opportunities to highlight one of the many things that makes Shaker Heights so attractive. It's a family friendly and multi-generational activity that brings neighbors together."

 

Since 2023, more than 500 people have participated in a Bike-with-a-Mayor event and the program has been recognized nationally by the Rails to Trails Conservancy as a best practice for engaging elected officials and citizens in advocacy for more and safer multi-modal facilities.

Euclid Passes Code Updates

On October 7, 2024, Euclid's City Council voted unanimously to adopt zoning code updates for the City's residential districts. County Planning collaborated with the City to write code updates after Euclid was selected as part of a pilot program to incorporate infill best practices into its zoning code. 


Zoning updates included expansion of permitted principal and accessory uses to include various housing types, right-sizing lot dimensional standards, accommodating flexibility in front setbacks to preserve neighborhood character, and simplifying approval processes for smaller-scale residential infill projects. In total, the zoning code updates ensure that more than 12,000 parcels that may have required variances previously no longer need variances.


The updates were completed as part of the Single-Family Zoning Analysis, an initiative undertaken in partnership with the First Suburbs Consortium, the Cuyahoga Land Bank, the Cuyahoga County Planning Commission, and First Federal Lakewood which sought to promote single-family infill development in the First Suburb communities. 


This initiative first identified zoning regulations that hindered the development of infill housing and then outlined best practices for improving zoning regulations to make infill more practicable.
