We had two Council Meetings in September, these are some of the items we took action on:
- The City Council approved seventeen FY 2024-25 Measure X-Youth Services Professional Services Agreements (PSAs) for a total amount not to exceed $889,488. (Approved 5-0)
- The City Council adopted a Resolution of Intention to renew the Downtown Oceanside Property Business Improvement District (DTOPBID) beginning on January 1, 2025
- The City Council took the following actions with respect to emergency demolition work related to the hammerhead portion of the Oceanside Pier, including the removal of the existing restaurant building and food kiosk:
- Approved a Public Works Agreement with Jilk Heavy Construction, Inc. in the amount of $1,141,493 (which includes costs for monthly best management practices maintenance needed for structural damage assessment, as-needed stringer replacement, fire investigator access during demolition, evidence preservation, stand-by delays for planned events, and name plate salvage) for demolition and debris removal work
- Authorized the City Engineer to approve Change Orders up to a total of $135,000 for a total not to exceed amount of $1,276,493
- Approve structural assessment work by Moffatt & Nichols for a not-to-exceed amount of $75,000;
- Approve $3,000 for agency emergency permit applications
- Appropriate $354,493 from Infrastructure Reserves

| Getting Out in the Community in September |
Last month, a ribbon cutting ceremony was held to celebrate the opening of Greenbrier Village, a new integrated supportive housing community for low-income individuals and individuals experiencing or at-risk of experiencing homelessness. Developed by National CORE, the property has 60 studio and one-bedroom apartments, with five units reserved for veterans and three apartments for young adults aging out of the foster system. Greenbrier also features nine apartments that are designed for adults living with physical disabilities. Thank you to all the partners involved in bringing this project across the finish line.

The Oceanside Fire Department held a remembrance ceremony on September 11th at the new Fire Station One. While this was a short event consisting of the presentation of colors, a moment of silence, and some remarks from our Fire Chief, it did an excellent job highlighting the bravery of the heroes who gave everything on that fateful day 23 years ago. Thank you to the Fire Department for hosting a great remembrance ceremony.

Last month, I attended the Report to the Community at California State University San Marcos. President Ellen Neufeldt was joined by community and industry leaders as she discussed the latest advancements and innovations at CSU San Marcos. I enjoyed learning more about the University, seeing familiar faces, and meeting many new ones as well! Thank you to CSU San Marcos for hosting a great event!

I attended the grand opening ceremony held for the new Frontwave Arena. This arena will be the new home for the Clippers G-league team, the San Diego Sockers, and many more! Residents of North County will now have a much more accessible entertainment venue compared to the many down in the City of San Diego. It was a very exciting day for Oceanside!

I had the wonderful opportunity to attend the Oceanside Theatre Company's 2024 Gala Celebration. I had a great time attending this event and raising money for a pillar of the art community here in Oceanside. Thank you for a great event!

San Diego County District Attorney, Summer Stephan, recently held an educational forum on Proposition 36. This proposition will be on the ballot this November and seeks to allow increased accountability for habitual retail criminals and hard drug/fentanyl dealers. I learned a lot while attending this workshop. Thank you to the District Attorney for her efforts in addressing this issue affecting many businesses here in Oceanside and fighting for more local control in our cities. Last weekend I participated in the 5th Annual Military Golf Fundraiser for the Veterans Association of North County. Each year VANC raises thousands of dollars to help our military community and their families. I really enjoyed playing in the tournament, bidding on silent auction items, and raising money for a truly great cause.

Libby Lake Lighting & Futsal Court Update
Staff is in the process of issuing a Notice to Proceed to the selected contractor; construction may start as early as Monday, September 30.
College Bridge Update
We have received questions from a few residents regarding the work being done on the College Blvd Bridge. Please note that permitted construction activity on this bridge project is limited to the hours between 9:00 a.m. to 3:00 p.m., in order to avoid construction activity during peak traffic hours. While these restricted hours may result in an overall longer project timeline, allowing construction activity during peak traffic hours would likely result in significant traffic issues beyond those that currently exist. RE:BEACH Survey
Don’t forget to take the survey on the Siting Analysis (Location Selection Process) for the RE:BEACH Oceanside Pilot Project. We want to make sure we are capturing your feedback on the criteria used to conduct the multi-criteria analysis. This analysis will inform the Project Team’s recommendation to City Council.
